Apply In-PersonEdit
- Here's how you can apply for a Permit to Carry Firearms at Firearms and Explosives Office (FEO). First, you will need to secure an application form from FEO, ask an officer where can you get one.
- Complete the application form and submit it together with your authenticated copy of your License to Own and Possess Firearms (LTOPF) and Firearms Registration. You will also need to submit your NBI clearance, Threat Assessment issued by PNP, Drug Test Certificate and any additional requirements.
- After submitting all the requirements, pay the licensing fee.
- You will be informed by the FEO personnel when can you come back to collect your Permit to Carry For Outside Residence (PTCfor).

Basic requirements:
- Your Notarized filled-out application form with attached 2x2 picture
- License to Own and Possess Firearms (LTOPF)
- Firearms Registration
- NBI Clearance
- Drug Test Certificate (Crime Laboratory or any DOH Accredited Testing Center)
- Threat Assessment issued by PNP
Note: Drug test is waived if the date of approval of LTOPF is within 1 year

- Certificate of Non-pending case and duty status
- Appointment Order

- J9 Clearance and AADT for Military Reservists

- Office identification card
Retired government officials and employees:
- Retirement order
- Retiree ID
Businessman:
- DTI Registration or SEC Registration
- ITR and Business Permit
Private Individual:
- Certificate of Employment or Proof of Income
- Valid ID
Former elected officials:
- Certification from the COMELEC that the applicant is a former elected official
- Valid ID

EligibilityEdit
Any qualified person whose life is under actual threat or his/her life is in imminent danger due to the nature of his/her profession, occupation or business. If you are a Filipino citizen, at least 21 years old, hold a valid gun license and license to own and possess firearms (LTOPF), have gainful work, occupation, or business or have filed an Income Tax Return (ITR) for the preceding year as proof of income, profession, business or occupation, you can apply for a Permit to Carry Firearms.

- Php 6200 for Businessman and Private Individual

A Permit to Carry Firearms Outside of Residence or Place of Business (PTCFOR) is issued by the Chief of Philippine National Police (PNP) through it's Firearms and Explosives Office (FEO).
Before you can apply for a Permit to Carry Firearms you must first secure these two licenses: License to Own and Possess Firearms (LTOPF) and Firearms Registration / License.
Licenses can be applied online through FEO's Online System.
