Renewal of Driver's License
- Here's how you can renew your non-professional driver's license at Land Transportation Office (LTO). You may apply for renewal at any LTO licensing office near you. First thing you will need to do is check if the LTO office of your choice process driver's license applications. Next, check if you need to book an appointment online with LTO ahead of your visit. Note: LTO just launched a new website portal called the Land Transportation Management System (LTMS) which you can use to set up an appointment and transact with LTO. But not all LTO offices in the country is connected to the system. Some offices may still accept walk in applicants. It is very important that you check first before you go to a LTO office.
- At the LTO office, ask where can you get an Application for Driver’s License (ADL) form. To save you some time, you may also check the link provided under 'Documents to Use' section which you can click to download the Application for Driver’s License (ADL) form. Once you have completed the form present it to the LTO officer together with your other requirements and get a queue ticket. Wait for your number to be called.
- Once called submit all the required documents.
- Proceed to the Cashier to pay the application fee.
- Go to the encoding / biometric window and complete the form for encoding of your details into the new LTO-IT system.
- You will be informed by the LTO officer when can you come back to collect your OR (Official receipt) and your driver's license.
- When you collect your drivers' license (DL), you will be asked to sign in the log sheet before your license is released to you.
For Filipinos currently abroad renewing their licenses
- Here's how you can renew your non-professional driver's license while you are abroad. First, you will need to assign a person who will act as your representative. You will need to formally authorize the person to transact with LTO on your behalf by issuing a Letter of Authority.
- You will also need to send a photocopy of your driver's license to your representative.
- Next check if the LTO office of your choice process driver's license applications. See if you need to book an appointment online with LTO ahead of your representative's visit. Note: LTO just launched a new website portal called the Land Transportation Management System (LTMS) which you can use to set up an appointment and transact with LTO. But not all LTO offices in the country is connected to the system. Some offices may still accept walk in applicants. It is very important that you check first before going to LTO.
- At the LTO office, your representative will need to complete an Application for Driver’s License (ADL) form. - The licensee is required to present himself/herself within 30 days upon arrival in the Zamboanga City to the same office where the renewal was made for photo-taking and submit his/her medical certificate, photocopy of passport and the Official Receipt (OR) which serves as temporary driver's license.
- Go to the encoding / biometric window and complete the form for encoding of your details into the new LTO-IT system.
- You will be informed by the LTO officer when can you come back to collect your OR (Official receipt) and your driver's license.
- When you collect your drivers' license (DL), you will be asked to sign in the log sheet before your license is released to you.

- Copy of your medical certificate. (To be transmitted electronically to LTO by the accredited medical clinic)
For Filipinos currently abroad renewing their licenses:
- Photocopy of passport (first page, visa page and departure in the Philippines and latest arrival overseas)
- Original Letter of Authority to authorized representative
- The licensee is required to present himself/herself within 30 days upon arrival to the same office where the renewal was made for photo-taking and submit the following:
- Copy of your medical certificate. (To be transmitted electronically to LTO by the accredited medical clinic)
- Original and photocopy of passport (first and arrival pages)
- Original manual Official Receipt (OR) which serves as temporary driver's license
Note: For holders of an expired driver's license of 10 years or more, only ADL and electronically transmitted medical certificate in LTO prescribed form issued by LTO accredited clinic. (Present hard copy)

- Holders of Non-Professional Driver License not expired for more than two (2) years. For holders of licenses that are expired for more than 2 years you will need to take a written and practical driving examination. Here's how you can apply for a Non-Professional Driver's License - LINK.

ValidityEdit
With the recent passing of Republic Act (RA) No. 10930 validity of driver's licenses were extended from three years to five 5 years. LTO also now follows a "demerit points" system. Under this system, if you are a driver with a spotless record (no violation), then you can enjoy a longer license validity starting October 2021. That means when you renew, your new license can have a validity of 10 years.

- You can renew your Non-Professional Drivers License at any Licensing Center/ LTO District office that process driving license transactions.
- If you are currently abroad you may still have your driver's license renewed by electing a representative who will transact with the LTO on your behalf. You will still need to come in to the LTO office within 30 days upon your arrival in the country to have your photo taken and your biometrics saved in the LTO database.

In the Philippines, it is against the law to drive a personal vehicle on public roads without a driver's license.
Holders of valid foreign license can still drive a motor vehicle for ninety (90) days from date of arrival. Thereafter, he/she may apply for conversion of license provided that the visa is valid for at least thirty (30) days.
