This procedure explains various ways to Renew NC2 Shielded Metal Arc Welding (SMAW) Certificate in Zamboanga City.

A NC2 Shielded Metal Arc Welding (SMAW) Certificate is valid for a period of 5 years. Here's how you can renew your certificate:

  1. To renew your certificate go to the TESDA District or Provincial Issuing Office of your present certificate (NC/COC). Note: Inquire about whether you are required to undergo competency assessment based on the new Training Regulations (TR). If the TR does not require you to undergo another assessment you may proceed with your request for renewal.
  2. Submit the following documents:
    1. Completed Application Form (link to the form provided under 'Documents to Use' section)
    2. Original NC/COC
    3. Three (3) pieces of colored and passport size picture, white background; and
    4. Certificate of work and/or teaching experience for at least 12 months during the validity period of the NC/COC in the relevant qualification and duly signed by the employer and/or school administrator. (For self-employed : signed by an official of any appropriate government agency)
  3. Proceed to the Assessment Center Cashier and pay the renewal fee. Do not forget to collect your official receipt. You will need to come back on the scheduled date given by the TESDA issuing office.
  4. Your certificate can be released to you directly. You can also appoint someone to pick the certificate on your behalf. You just need to issue a Special Power of Attorney (SPA). Official Receipt issued by Assessment Centers and valid Identification Card (ID) must also be presented upon claiming NC/COCs..

A customer who still incorrectly dials the old seven-digit number will hear a special announcement saying the format has been changed to eight-digit, for a period of three months after the migration (March 18, 2019 to June 17, 2019).

The Technical Education and Skills Development Authority (TESDA) was created during the time of President Fidel V. Ramos through the enactment of Republic Act No. 7796 also known as the "Technical Education and Skills Development Act of 1994."

TESDA was established mainly to reduce overlapping in skills development activities initiated by various public and private sector agencies, and to provide national directions for the country's technical-vocational education and training (TVET) system. Before the creation of TESDA there is a National Manpower and Youth Council (NMYC) of the Department of Labor and Employment (DOLE). The Bureau of Technical and Vocational Education (BTVE) of the Department of Education, Culture and Sports (DECS), and The Apprenticeship Program of the Bureau of Local Employment (BLE) of the DOLE. Merging these offices was one of the key recommendations of the 1991 Report of the Congressional Commission on Education, which undertook a national review of the state of Philippine education and manpower development.

One of the main role of TESDA is the formulation of a comprehensive development plan for middle-level manpower based on the National Technical Education and Skills Development Plan. It reformed industry-based training program that includes apprenticeship, dual training system and other similar schemes.

Mandates of TESDA:

  1. Integrate, coordinate and monitor skills development programs;
  2. Restructure efforts to promote and develop middle-level manpower;
  3. Approve skills standards and tests;
  4. Develop an accreditation system for institutions involved in middle-level manpower development;
  5. Fund programs and projects for technical education and skills development; and
  6. Assist trainers training programs.

The qualification set by TESDA conforms with American Welding Society (AWS) D 1.1 Structural Welding Code; American Society of Mechanical Engineers (ASME) IX Boiler and Pressure Vessel Code; American Petroleum Institute (API) 1104 Code for Gas and Oil Pipeline Facilities; and International Standards Organization (ISO) 9606-1 Qualification of Welders for Steel
