Procedure

This procedure explains various ways to Obtain Certificate of Non-Coverage from the EMB in Zamboanga City.

Apply Online

1. Here are the procedures on how you can obtain a Certificate of Non-Coverage (CNC) from the Environmental Management Bureau. Applications can be submitted through CNC Online Application System.
2. Click link to go to CNC Online - LINK.
3. To start your application click "Verify the coverage of your Project and Submit CNC Application Online" bar.
4. On the next page, search the type of your proposed project using the "Project Type/Description" search bar (it's on the left side of the page).
5. Make sure that you have selected the appropriate project type and provided the correct project size. Once you are done click the "Next" button.
6. Next, answer the screening questions. When you are done, click the "Verify Coverage" button.
7. Complete the applicant's information page. Here you will be asked to provide a contact email address. Make sure that you have access to the email account because you will be asked to verify the email address during the application process by entering the validation code sent to the email.
8. After validation click the "Save and Request Order of Payment".
9. After successfully saving your application, click the "Download Order of Payment" button.
10. Pay the corresponding application fee at any LandBank branches or you can also pay using LandBank's internet-based facility. Once you have made the payment, go back to the CNC Online Application System to continue the application process. Note: You need to upload the proof of payment together with the supporting documents within 15 days from issuance of Order of Payment.
11. Input the payment transaction reference and then click the "Verify" button.
12. Upload proof of payment and all the required documents. Make sure that you double check all the documents that you have submitted. By clicking the "Submit Supporting Documents" button, you acknowledge that all the information that you have provided are true and accurate. It also means that you understand that EMB is not prevented from validating, requesting additional information, deny application or cancel the Certificate if the information provided in the application and the documents submitted are fake or falsified.
13. Once your application is approved you may be able to download your Certificate of Non-Coverage by clicking the "Download Certificate" button.

• A Certificate of Non-Coverage is a document issued by the EMB (Environmental Management Bureau) certifying that, based on the submitted project description, the project is not covered by the EIS (Philippine Environmental Impact Statement) system and therefore an Environmental Compliance Certificate is not required.
