This procedure explains various ways to Apply for Citizenship Retention and Reacquisition in Zamboanga City.

  1. Gather all documents you will need to apply for the procedure, a checklist is provided under 'Required Documents' section.
  2. Submit your documents for pre-screening at the Central Receiving Unit (CRU).
  3. Take Oath of Allegiance.
  4. Get the Order of Payment Slip (OPS).
  5. Pay the required fees.
  6. Check the status of your application, whether approved or not.
  7. If approved, claim the Certificate of Retention/Reacquisition of Philippine Citizenship, Order of Approval and Oath of Allegiance.

Required DocumentsEdit

  • Accomplished, verified petition/application form (BI Form 2014-01-005 Rev 1)
  • Two (2) pieces 2x2 photograph with white background and must be taken within the last three months from the date of application;
  • Two (2) original copies of Oath of Allegiance to be taken before an authorized Bureau of Immigration (BI) Legal Officer;
  • If the Oath of Allegiance cannot be taken before an authorized BI Legal Officer, submit the following:
    • Two (2) original copies of Oath of Allegiance taken before any person duly authorized to administer oath; AND
    • Affidavit of justification/explanation stating the reason why the Oath of Allegiance was not taken before the said BI Legal Officer;
  • ORIGINAL COPY of proof as natural-born Philippine citizen (e.g. Philippine Birth Certificate, cancelled Philippine passport (to be placed in an envelope), Voters Identification Card, Philippine Marriage Certificate indicating the Philippine citizenship of the petitioner) or any other Philippine-issued official document proving natural-born Philippine citizenship;
  • Original and photocopy of valid foreign passport;
  • Photocopy of Certificate of Naturalization or other naturalization documents, with English translation if written in other foreign language, or affidavit stating how and when foreign citizenship was acquired;
  • For BI-Registered Aliens: (submit Affidavit of Loss if (a) and/or (b) are lost):
    • Original ACR I-Card or Alien Certificate of Registration; and
    • Original Immigrant Certificate of Residence (ICR) or Certificate of Residence for Temporary Visitor (CRTV).
  • In case of variance between the applicants name as appearing in his/her Birth Certificate or other documents to prove his/her being a former natural-born Philippine citizen and his/her name in the foreign passports machine readable zone (MRZ) or biographical page or Certificate of Naturalization or Citizenship or any document proving foreign citizenship, submit the following:
    • Affidavit of One and the Same Person executed by the applicant acknowledging all obligations, responsibilities and liabilities under all names AND an explanation on the discrepancies, and b. Substantial proof on how the applicant acquired the varied name/s, such as but not limited to:
      • Marriage Certificate;
      • Annotation in the passport or Birth Certificate of the varied name;
      • Judicial Decree of Change of Name, Adoption, Annulment or Declaration of Nullity of Marriage, and Divorce or equivalent document;
      • Annotation in the Certificate of Naturalization or Citizenship of the varied name; or
      • Philippine issued official document indicating the varying name/s.


Documentary requirement for each dependent child:

  • Accomplished Supplement for Dependent Form (BI Form 2014-01-006 Rev 1);
  • Two (2) pieces 2x2 photograph with white background and must be taken within the last three months from the date of application;
  • Photocopy of Birth Certificate of Dependent Child;
  • Photocopy of valid foreign passport bio-page of Dependent Child; and
  • For Dependent Child who are BI-Registered Aliens: (submit Affidavit of Loss executed by Principal if (a) and/or (b) are lost):
    • Original ACR I-Card or Alien Certificate of Registration; and
    • Original Immigrant Certificate of Residence (ICR) or Certificate of Residence for Temporary Visitor (CRTV).

Need for the DocumentEdit

Republic Act No. 9225 otherwise known as the Citizenship Retention and Reacquisition Act of 2003 declares that natural-born citizens of the Zamboanga City who become citizens of another country shall be deemed not to have lost their Philippine citizenship.

Only natural-born citizens of the Zamboanga City who have lost their Philippine citizenship by reason of their naturalization as citizens of a foreign country may retain/reacquire their Philippine citizenship under this Act.

RA 9225 does not apply to dual citizens, i.e., those who have both Philippine as well as foreign citizenship not acquired through naturalization.
