Apply In-Person:

  1. To apply for a license to Sell, Import, Export, Distribute and Transport Petroleum Related products In Zambia, the applicant will have to contact the Energy Regulation Board of Zambia, for the main office visit link.
  2. Make sure that you have all the documents that are listed under the “Required Documents” section of this page.
  3. Fill the application form provided to you in the office after understanding guidelines properly.
  4. Submit the application with necessary attachments to the office.
  5. The applicant is required to pay a non-refundable application fee, calculated at 0.1 of the cost of the envisaged investment.
  6. After payment of the application fee, most applications require that a physical inspection of the assets or project be undertaken by the ERB.
  7. The inspection will be conducted for all the facilities like production, retail, transportation and distribution.
  8. If the outcome of the inspection is positive, the licensing regulations require that the application be advertised in the Government Gazette for a period of at least 30 days, during which period the public is offered an opportunity to comment on or object to the issuance of the licence applied for.
  9. If after the prescribed thirty-day period, no adverse reports or objections are received with respect to the licence application, the ERB will ordinarily proceed and issue the licence.
  10. The applicant gets the required license in 60 days.

InstructionsEdit

  • The Energy Regulation Board may, after due consideration refuse to grant a licence on the ground that the applicant—
  • Has not provided the Energy Regulation Board with information relating to the applicant or any person employed by or associated with the applicant, or any other information required as prescribed.
  • Is incapable of performing the activities to which the licence relates.
  • Is an undischarged bankrupt.
  • Any person employed by, or associated with, the applicant for the purposes of an activity to which the licence relates, has been convicted, whether in the Republic or elsewhere, of an offence involving fraud or dishonesty, or has been convicted of an offence.
  • Is not a fit and proper person to be granted a licence as prescribed.
  • Is unable to meet minimum financial, solvency and liquidity requirements or other criteria that may be prescribed.
