Zambia - Obtain License to Generate Transmit Supply and Distribute Electricity

Apply In-Person:
- To apply for a license to Generate, Transmit, Supply and Distribute Electricity in Zambia, the applicant will have to contact the Energy Regulation Board of Zambia, for the main office visit link.
- Make sure that you have all the documents that are listed under the “Required Documents” section of this page.
- Fill the application form provided to you in the office after understanding the following guidelines properly.
- Submit the application with necessary attachments to the office.
- The applicant is required to pay a non-refundable application fee, calculated at 0.1 of the cost of the envisaged investment.
- After payment of the application fee, most applications require that a physical inspection of the assets or project be undertaken by the ERB.
- If the outcome of the inspection is positive, the licensing regulations require that the application be advertised in the Government Gazette for a period of at least 30 days, during which period the public is offered an opportunity to comment on or object to the issuance of the licence applied for.
- If after the prescribed thirty-day period, no adverse reports or objections are received with respect to the licence application, the ERB will ordinarily proceed and issue the licence.
- The applicant gets the required license in a stipulated period of time.

Required DocumentsEdit
- A description of the location of the proposed works.
- A technical description of the proposed works in sufficient detail to allow assessment of the technical impact of the works and its relationship to the estimated costs.
- Details of the estimated cost of the proposed works 3 including capital, operating, fuel and other relevant costs together with the phasing of all such costs over a period of time.
- Details of any loans or agreements with third parties entered into or intended to be entered into by the licensee that are related to the financing of or payment for the works, including any power purchases or sale agreements.
- A technical and economic justification of the proposed works showing why the proposed solution or approach is optimal with particular regard to assumptions made by the licensee about the variation costs over time and the need to meet demands securely and at such reasonable costs.
- The licensee’s proposals for inclusion of any or all of the costs of the proposed works in its consumer tariffs including the timing and extent of proposed inclusion of costs for one or more consumers or classes of consumers.
- Any other information that the licensee considers appropriate to explain and justify the nature of the proposed works in preference to other alternative means at its disposal to meet its licence objectives.

- The license will be cancelled if provider is caught guilty of one of the following
- Giving false information.
- Transferring license without approval.
- Failing to comply with an enforcement notice.
- Once interrogatories are satisfactorily concluded, ERB will advise what costs of the project are reasonably justifiable and purposeful, i.e., costs admitted to be included in tariff determination.
- ERB will advise tariff On basis of foregoing ERB will issue a draft endorsement to be discussed with the applicant.
- Once a draft has been discussed with the applicant, an endorsement will be issued. Endorsement will also state the approved Technical specifications of the project – Not to be departed from without prior ERB approval.
- Endorsement will also advise applicable tariffs. Endorsement will also specify time frames for completing projects.
