Apply In-Person:

  1. To apply for a seed seller license in Zambia, the applicant will have to contact the Seed Control and Certification Institute (SCCI) department of Zambia, for the main office visit link.
  2. Make sure that you have all the documents that are listed under the “Required Documents” section of this page.
  3. An application form will be provided to the applicant while visiting the Seed Control and Certification Institute office. Please find seed seller’s application form on page 105 of the following pdf file link.
  4. Once understanding the guideline properly, the applicant has to fill-in all the necessary information in the application form.
  5. Submit the application form with necessary attachments to the office.
  6. Pay the fee as given in the “Fees” section of this page.
  7. Concerned authorities will issue a receipt of payment.
  8. The seeds inspector or authorized officer will conduct a Survey to see if the applicant has the ability and the appropriate facilities to sell quality seed.
  9. Upon successful assessment of the application by the authorities, the declaration will be assessed and given to the applicant.
  10. The applicant will get the required permit/license in a stipulated Period of time.

EligibilityEdit

  • The applicant should be a bonafide resident of Zambia.
  • The applicant should be of legal age.



FeesEdit

  • Fees(in K) for seed selling license:
  • General - Restricted wholesale: 23 per annum
  • General - Restricted retail: 23 per annum
  • General - Unrestricted 30 per annum
  • Limited - Restricted wholesale: 10 per annum
  • Limited - Restricted retail: 8 per annum
  • Limited - Unrestricted: 15 per annum



ValidityEdit

  • A seed seller's licence will be valid for 36 months.
  • The Certifying Authority may, however, limit the validity of such licence for any period less than thirty-six months but not less than six months, if it thinks it necessary.

InstructionsEdit

  • The Certifying Authority may enter and inspect any storage facilities.
  • The Certifying Authority may refuse to issue a seed seller's licence when:
  • It is satisfied that the applicant has failed to comply with any prescribed condition precedent to the granting of an application for, or the issue of, such licence.
  • The applicant, having formerly been a licensed seed seller or a registered seed importer under this Plant Variety and Seeds Act, has been convicted of an offense under this Act.
  • It is satisfied that the applicant is not a fit or proper person to hold a seed seller's licence.
