Procedure

Apply In-Person:

1. To apply for a large-scale mining license in Zambia, the applicant will have to contact the Mines and Minerals department office of your area, for the main office visit link.
2. Make sure that you have all the documents that are listed under the “Required Documents” section of this page.
3. Fill the application form provided at the Mines and Minerals department office.
4. Submit the filled application form with necessary attachments to the Mines and Minerals department office.
5. Pay as mentioned in the “Fees” section of this page.
6. Approved application will be submitted directly to the Ministry of Mines and Minerals in Lusaka.
7. It will take one and a half months for the offer letter to be organized.
8. Collect the offer letter from the office and pay area charges which takes around one day.
9. Upon completion of above steps the applicant will be able to collect the required license after around 14-15 days.

Required Documents

• A statement of the period for which the licence is sought.
• A statement of the minerals to be mined under the licence.
• A comprehensive statement of the mineral deposits in the area over which the licence is sought including details of all known minerals proved, estimated or inferred ore reserves and mining conditions.
• The applicant's environmental management plan which includes the proposals for prevention of pollution, the treatment of waste, the protection and reclamation of land and water resources, and for the elimination or minimizing the adverse effects on the environment of the mining operations.
• Details of expected infrastructure requirements.
• The applicant's proposals for employing and training citizens of Zambia.
• The applicant's proposals for the promotion of local business development.
• A full description, with geographical coordinates, of the area of land for which the large-scale mining licence is sought, but not exceeding seven thousand, four hundred and eighty -five cadastre units.
• Tax clearance certificate
• A plan of the proposed mining area.
• Any other information as the Director for Geological Survey.
• Whether there are sufficient deposits or reserves of minerals to justify their commercial exploitation.
• Area of land which the licence is sought for is not excess of the prescribed area.
• Applicant's proposed programmer for mining operations will ensure the efficient and beneficial use of the mineral resources for the mining area.
• Applicant's environmental management plan conforms to specifications and practices established by national standards.
• Proof of adequate financial resources, technical competence and experience to carry out effective mining operations.
• Proof of consent if the land is within a National Park, Game Management area, National Forest or local protected forest or a bird sanctuary.
• The applicant's proposal for the employment and training of citizens of Zambia.

• The applicants should be a bona fide national of the country.

Fees

• Application Fees : ZMK 360,000. ZMW 360.00
• License Fees : Area Charges:
• Year 1 and 2 ZMK 36,000 ZMW 36.00 per Skim per year.
• Year 3 and 4 ZMK 36,000 ZMW 36.00per Sq. Km per year.
• Year 5 and 6 ZMK 36,000 ZMW 36.00 per Sq. Km per year.
• Year 7 onwards ZMK 36,000. ZMW 36.00 per Sq. Km per year other fees include a ZMK 36,000 ZMW 36.00 per Sq. Km per year.

Validity

• The maximum validity of the license cannot exceed more than 25 years.
