Apply In Person

  1. To Apply for Hazardous Materials Emergency Preparedness (HMEP) Grants, the applicant has to approach the U.S. Department of Transportation’s Pipeline and Hazardous Materials Safety Administration office link
  2. An application forms (SF 424, SF424A) will be provided to the applicant by the authority officer or the applicant can download the application form from the following link
  3. The applicant has to enter all the necessary details in the application form.
  4. The applicant has to make sure to attach all the necessary documents that are mentioned in the “Required Documents” section of this page.
  5. The applicant has to attach the photocopies of the required documents along with the application form while submitting.
  6. Submit the application form and the documents to the authority officer.
  7. PHMSA reviews and evaluates applications to make certain the proposed activities support the program mission to ensure the safe transportation of hazmat.
  8. The fee for this procedure has to be paid as per the authority’s request.
  9. If approved, PHMSA offers the agency a Notice of Grant Award (NGA) for acceptance and signature.
  10. Once executed, the agency may distribute grant funds in accordance with the planned activities identified in the grant application within the State, Territory, or Tribe to Local Emergency Planning Committees (LEPCs) and first responder organizations.
  11. The processing time of the procedure takes up to 1 to 3 months.

Need for the DocumentEdit

  • The HMEP grant is funded by registration fees collected from hazardous materials (HAZMAT) shippers and carriers who offer for transportation or transport certain hazmat in intrastate, interstate, or foreign commerce. Approximately $21M is available for states and territories annually. A separate grant is available for funding Tribal governments.
  • The grants will assist businesses to take advantage of major opportunities and overcome barriers to production, processing and marketing across the entire value chain, in-turn supporting the development of a jobs-creating industry.
