Apply by Mail

  1. To Apply for Cat License, the applicant has to mail the completed application to the U.S. Department of Agriculture (Animal and Plant Health Inspection Service) link
  2. The applicant has to download the application form from the following link
  3. The applicant has to fill in all the necessary details in the application form. (Incomplete applications are not accepted)
  4. Make sure that the applicant has attached all the necessary documents that are mentioned in the “Required Documents” section of this page.
  5. The applicant has to attach the photocopies of the required documents along with the application form while submitting.
  6. Mail the completed form and the necessary documents to the Animal and Plant Health Inspection Service center.
  7. The office address details are mentioned under the “Office Locations & Contacts” section of this page.
  8. Fee details for this procedure are mentioned in the “Fees” section of this page.
  9. After submitting the authority will conduct an onsite inspection regarding the application.
  10. Once the verification process is done by the authority, the applicant receives a notification through mail.
  11. The applicant has to get the permit by visiting the office or via mail.
  12. This entire process can be completed within 15 days or as per the timeline advised by the respective department authority.


Apply online

  1. To Apply for Cat License, the applicant has to make the application online via link
  2. The applicant has to enter the mail ID, Name and click the “BEGIN SIGNING”.
  3. Then has to click the “I agree” and press the “Continue” button.
  4. The new application form page gets open.
  5. The applicant has to enter all the necessary details in the application form.
  6. Make sure that the applicant has to upload all the necessary documents that are mentioned in the “Required Documents” section of this page.
  7. After completing click the “Finish” button on the top right side.
  8. Fee details for this procedure are mentioned in the “Fees” section of this page.
  9. Once the verification process is done by the authority, the applicant receives a notification through mail.
  10. The applicant has to get the permit by visiting the office or downloading it from the mail.
  11. This entire process can be completed within 15 days or as per the timeline advised by the respective department authority.

  • Original applications with original signatures must be submitted.
  • All required blocks must be completed in blue or black ink for the application to be processed. If a block does not apply, write “N/A”.
  • Incomplete or incorrect applications will be returned for correction which can cause delays in the registration process.
  • Tax Identification Sheets (APHIS FORM 7030) must be completed and submitted with an application for the application to be considered complete.

  • Registration of cats and dogs is the standard licensing option for organizations and business entities. This license is a document issued by the government certifying that the registered person is eligible for dogs and cats meant for import, export, buying, and selling.

  • To ensure that research facilities provide their animals with proper veterinary care, APHIS requires that they employ an attending veterinarian who is located on the premises or who makes regularly scheduled visits.
  • The facility must also establish a program of veterinary care that includes procedures for the administration of vaccines, regular examinations, and the care of sick animals.
  • Researchers using regulated animals must follow professionally accepted standards of humane treatment and use, which includes administering pain-relieving medication or anaesthesia for procedures that cause more than momentary pain or distress, unless withholding those agents is scientifically justified. Further, the program must include provisions for the humane euthanasia of animals, in accordance with American Veterinary Medical Association recommendations.
