Procedure

Apply In-Person:

1. The owner of a place intending to erect or install a Lift or Escalator shall apply with their respective Deputy Chief Electrical Inspector (DCEI).

3. Go to the office, meet the designated authority. Consult with the authority for your requirement. Ensure that the lift erection company is approved one with the authority. Obtain the application form or write on an A4 sheet as advised.
4. Fill the form with appropriate information.
5. Submit the completed application form and original treasury challan along with required documents as mentioned in the required documents section below to the designated receiving authority.
6. After receipt of application, the receiving authority will check the submitted application and documents. If all are in place, an acknowledgement will be issued for acceptance of application. This application will be processed further.
7. Applicant gets SMS notification on their registered mobile number about the different stages of process.
8. An Inspector/technician will visit the premises as per the address mentioned in the application.
9. He will do the due diligence for the approval to erect the lift or elevator.
10. The result of the inspection will be recorded and the report will be forwarded to the issuing department.
11. Once all the above steps are satisfactory, approval will be granted.
12. Applicant shall follow the department notification and follow authorities guidelines to get the sanction letter as per deliverable (hand delivered or through post) norms.
    

Note:

• It is advised to submit additional set of copy of the application and documents to get counter signed for your safety while applying with government department.
• Visit your friend or known place where such lift or elevator is installed recently to get useful information.
  

Online Procedure:

1. Follow the link here to reach online portal:Online Portal
2. Registered user shall enter their username, password and captcha as per prompt to login by hitting “Login” tab.

   • New user shall use the “citizen registration” option to register and then login

3. After login, Home page appears. It shows the comprehensive list of services under Department and District column.
4. Please select “Permission Letter to Erect New Lift” service under the Department Category.
5. A new screen will be provided. User shall go through the information provided and hit “Apply” tab.
6. A new screen will be provided. Please complete the page prompt with details for “Applicants Basic Information”, “Details of local agent”, “Details of the premises”, “Lift and lift maker details” as appropriate for respective sessions and hit “Save & Next”
7. In continuation of the above steps, user will get application details page. Here please hit “Attach Supporting document” tab to reach next page.
8. User shall choose the file as appropriate to upload. Once upload is complete, hit “Save & Next” tab.
9. Resulting screen provides Application details. Please hit “Submit” tab here to submit application online.
10. Once all the above steps are completed, user will get acknowledgement for the submission of online application form . Please keep it safe for future reference by using “Print” tab to print it
11. User gets notification about the rest of the process. Please follow the guidelines of the respective authority to get the certificate.
    
    

Note: Once the application has been saved successfully the applicant receives an acknowledgement number to view the status of the applicant.

Download Certificate:

2. Login as prompted
3. Now click on your specific application by providing your acknowledgement number. You could download your income certificate from the next page.

Apply through Centres:

1. To apply through centres, the applicant has to approach the respective “CSC” centre in their area. Refer the following link for location: CSC Locator link
   • NOTE: The applicant has to select the state, district and block name from the drop-down menu, or the applicant has to click on their respective district to find nearby centres.
2. Please visit the centre and consult with the centre operator for your requirement.
3. If the operator issues an application form, then collect it and pay the requisite fee. Please complete the application form.
4. Now, submit the completed application along with the required documents as per the “Required Documents” section of this page. It is advised to take the documents in original to the kiosk for scanning purposes.
5. The operator will process the application online. On successful submission, the applicant will receive an application number as acknowledgement. The applicant will also get a transaction number as a text message on their registered mobile number.
6. Applicant has to make necessary payment as centre operator quotes and don’t forget to take the receipt.
7. This application will be forwarded to the respective department for further processing.
8. ”SMS” triggered update on application status will be sent to the applicant’s mobile. Please keep track of the notification.
9. The submitted application will be processed by the department. A designated authority will verify the submitted documents and inspect the area of the applicant to clarify the applicant’s details.
10. Based on the outcome of the above-mentioned steps and other internal processing, the designated issuing authority will issue the order.
11. The status, viz. Approval or Rejection will be conveyed to the applicant through an “SMS” or applicable norms.

Required Documents

• Completed application “Form A” in consultation with the lift company.
• In case of a company, memorandum of Association and Articles of association.
• In case of a partnership firm partnership deed along with tax paid details.
• Authorization letter to the authorized signatory - In case of a partnership firm all the partners of the firm and in case of a registered company not less than two third of total number of Directors may resolve and issue an authorization letter to the authorized signatory to sign the application, completion report, etc.
• Copy of latest tax (land/khata) paid receipt
• Triplicate copies of drawings duly signed by the applicant and licenced electrical contractor, showing wiring scheme for the complete lift installation including earthing scheme
• Copy of approval obtained from the Urban Local Body concerned for the Building Plan
• Notarized declaration from the person authorized for erection of Lift or Escalator
• Original treasury challan
• Aadhaar card
• Enclose triplicate copies of drawings duly signed by the applicant and authorized person of Lift Company, showing
  • Layout of the lift erection
  • Plan
  • Section Elevation
  • Arrangement of Doors
  • Lift well Enclosure
  • Size and position of the machine relating to the lift well
  • Position of hoisting machine
  • Number of floors to be served and total travel

Note : In addition to the above mentioned documents, applicant should produce any additional document as per authority’s advice

Eligibility

• New building while construction with proper approval shall apply for this permission.
• Active consumers whose premises require lift or elevator erection shall apply.

Fees

• Please pay as per the arrived charges based on the requirements.
• Fees shall be paid by way of challan under the appropriate head of account prescribed from time to time and the original challan shall be forwarded to the Chief Inspector/designated authority.

Validity

• Valid for six months to One Year from the date on which it is granted.
• The Permission can be extended further to a period of six months on receipt of application stating the reason along with fees through original challan for the advised amount.

• Applicant name
• Applicant address
• Mobile number
• Consumer Number for electrical supply
• Drawing drawn to a scale of not less than 1:100 of the installation duly signed by the applicant and the registered person. Drawing of shall include following particulars, namely:-.

(A) In case of a lift:-

1. Location of the Lift with respect to the building
2. General Layout of each Lift Installation
   
3. Plan and sectional elevation of lift shaft, Lift machine room and lift car
   
4. Arrangement of doors
   
5. Number of floors to be served and total travel
   
6. Lift well enclosure
   
7. Size and position of the equipment’s relating to the lift well
   
8. Position of hoisting machines
   
9. Wiring diagram of lift well enclosure, machine room, control panel, and lift equipment with all wiring, light points and switches
   
10. Earthing scheme with size of earth leads, method of construction of earth electrodes, location of earth pits
    

(B) in case of an escalator or passenger conveyor:-

1. Location of the Escalator or Passenger conveyor
2. General layout of Escalator or Passenger conveyor Installation
   
3. Plan and Sectional elevation of Escalator or Passenger conveyor
   
4. Angle of inclination of Escalator or Passenger conveyor with the horizontal
   
5. Width of Escalator or Passenger conveyor
   
6. Vertical rise of the Escalator or Passenger conveyor
   
7. Arrangement of track and trusses or girders
   
8. Size and Position of machine room with respect to the Escalator or Passenger conveyor
   
9. Details of complete step treads and complete assemblies
   
10. Wiring diagram of machine room, control panel, and the Escalator or Passenger conveyor equipment
    
11. Position or location of main switches or power supply panel and
    
12. Earthing scheme with size of earth leads, method of construction of earth electrodes, location of earth pits.
    

'Note: Apart from the above list of information, respective state department authorities will provide updated information which need to be followed for completion of this procedure.

Need for the Document

• Electrical Lift Installations in commercial, residential, office complexes, etc., (excluding the lift covered under the Factories Act, 1948) are inspected and licenses are issued / renewed to secure protection to the persons using the lifts and safe working of lifts.
• So it is mandatory to get the permission for such installations.
