West Bengal - Obtain a Domicile or Residence Certificate

- You can get the application which has to be duly filled with the prescribed either from online or from the following offices:
- Tehsil office
- Sub - Divisional office
- Revenue Department office
- Office of district collector
- OR any other authority which specified in the state or Union Territory.
- Submit the completed application to the Sub Divisional Officer, Barrackpur, North 24 Parganas at Room No. 46 (General Section).
- Along with two passport size photographs and required documents.
Through CSC Service Centers

Apply In-Person:
- In order to apply for Domicile or residence certificate in Karnataka, applicant has to go to the respective Taluk office in whose jurisdiction the candidate usually resides. Link for the office details :link
- Submit a written application form along with required documents to the authority.
- Authorities after checking the attached documents and details submitted, will make entries and provide you record number for reference.
- The application will be verified by the Village Administrative Officer (VAO) and Revenue Inspector (RI).
- There will be a ground level verification and scrutiny of the documents and details provided.
- Once the verification is over, these officials will submit their report to the Thaasildhaar.
- Thaasildhaar will decide on whether to issue the Income Certificate to the applicant.
- Applicant will get the certificate in 7 days after due verification.
Apply Online:
- To apply for domicile or residence certificate through online, applicant has to click on the following link Portal link
- If you are a new user then click on “New Registration” option
- Enter your personal details and click on “Next” button.
- Now enter the username and password. Then click on “Next” button.
- Now enter the address. Then enter the received OTP in the textbox and click on “Submit” button.
- After successful registration, click on “Login” button.
- Now enter the credentials and click on “Login” button.
- Now user will reach the services page.
- Under the section “Districts”, please select “Certificates” option.
- Select the option “Local residence (Domicile) certificate”.
- Read the instructions and click on “Apply” button.
- Enter all the mandatory details and click “Save & Next” button.
- Then upload the required documents needed.
- Kindly submit your application and note down the reference number.
- Authorities will process your application and they will intimate through SMS or email.
Apply through Centres:
- To apply through centres, the applicant has to approach the respective “CSC” centre in their area. Refer the following link for location: CSC Locator link
- NOTE: The applicant has to select the state, district and block name from the drop-down menu, or the applicant has to click on their respective district to find nearby centres.
- Please visit the centre and consult with the centre operator for your requirement.
- If the operator issues an application form, then collect it and pay the requisite fee. Please complete the application form.
- Now, submit the completed application along with the required documents as per the “Required Documents” section of this page. It is advised to take the documents in original to the kiosk for scanning purposes.
- The operator will process the application online. On successful submission, the applicant will receive an application number as acknowledgement. The applicant will also get a transaction number as a text message on their registered mobile number.
- Applicant has to make necessary payment as centre operator quotes and don’t forget to take the receipt.
- This application will be forwarded to the respective department for further processing.
- ”SMS” triggered update on application status will be sent to the applicant’s mobile. Please keep track of the notification.
- The submitted application will be processed by the department. A designated authority will verify the submitted documents and inspect the area of the applicant to clarify the applicant’s details.
- Based on the outcome of the above-mentioned steps and other internal processing, the designated issuing authority will issue the certificate.
- The status, viz. Approval or Rejection will be conveyed to the applicant through an “SMS” or applicable norms.

- Deed of Land (1st three pages only)/Rent Receipt for Rented house Current and Old (living over 15 years in West Bengal).
- Proof that a person is a permanent resident of the state since 5 years.

EligibilityEdit
- Any person who is a resident of India and a bonafide resident of the State, is eligible to avail the service. Persons having a permanent home in the State will be eligible for it. In this category, the residents of the state, who have been residing in the State for at least 15 years, or who are having a permanent home in the State, but are presently residing outside the State for earning a living, will also be considered. A permanent home means that the person is living ancestrally/ having an ancestral house in the State.
- Any person who fulfils the conditions amended by the Government through Government orders time to time.
- Women not originally belonging to a State/UT, but married to men who are permanent residents of the State/UT are eligible to apply for Domicile Certificate.

Domicile Certificate can be made only in one State/UT. Obtaining Domicile Certificate from more than one State/UT is an offence.

Need for the DocumentEdit
A Domicile/Residence Certificate is generally issued to prove that the person bearing the Certificate is a Domicile/Resident of the State/UT by which the Certificate is being issued. This Certificate is required as proof of residence to avail Domicile/Resident Quotas in educational institutions and in the Government Service, as also in case of jobs where local residents are preferred.

The women applicants who are married to a person of another stated, who is domicile of that state, can also apply for obtaining the domicile certificate of that state. However any person men or women can have only one domicile certificate. To have more than one domicile certificate is a legal and punishable offense. So any person from any state are not able to apply for more than one state certificate.
