Apply In-Person

  1. To obtain no objection certificate for vehicle registration in West Bengal the applicant has to approach the RTO office of his area. Following link can provide you information related to the list of RTO office : Contacts Link

  4. Also make sure you have all the necessary documents to process the application
  5. The applicant should make sure they are eligible for applying for this procedure
  6. Application forms can also be obtained from the appropriate RTO offices
  7. Present the completed application forms in one of the counter and pay the appropriate fee where the officials would start processing your application.
  8. After checking the application for its correctness and other appropriate requirements the No objection certificate will be issued.


Apply Online -- West Bengal NOC in Images

  1. To apply for no objection certificate for vehicle registration, the applicant has to visit the official portal of the Ministry of Road Transport & Highways: Link to Portal
  2. In the homepage, please scroll down to “Informational Services” and click on the “more” button in the “Citizen Guide” tab.
  3. The applicant will be taken to the “Manual” page where all the available services will be listed.
  4. Please click on the name of the required service and click on “Step by Step procedure” from the drop down menu.
  5. The applicant will be taken to a new PDF page where the process for applying will be explained clearly.
  6. Please follow the steps to complete the application.



Apply through Mobile APP:

  1. To avail this service, applicant has to download the Nextgen mParivahan app from the following link link
  2. Now create an account by entering valid details and click on “Submit” button.
  3. Enter the OTP and click on “Verify” button.
  4. Remember the MPIN for login purpose.
  5. Now click on “Transport services” option
  6. Then select the appropriate service from the available set of options
  7. For all the services, applicant must enter the vehicle number. Along with that chassis number last 5 digits is required for vehicle related service and Date of birth is required for driving license related service.
  8. After entering the required details, please click on “submit” button.



Apply through Centres:

  1. To apply through centres, the applicant has to approach the respective “CSC” centre in their area. Refer the following link for location: CSC Locator link
    • NOTE: The applicant has to select the state, district and block name from the drop-down menu, or the applicant has to click on their respective district to find nearby centres.
  2. Please visit the centre and consult with the centre operator for your requirement.
  3. If the operator issues an application form, then collect it and pay the requisite fee. Please complete the application form.
  4. Now, submit the completed application along with the required documents as per the “Required Documents” section of this page. It is advised to take the documents in original to the kiosk for scanning purposes.
  5. The operator will process the application online. On successful submission, the applicant will receive an application number as acknowledgement. The applicant will also get a transaction number as a text message on their registered mobile number.
  6. Applicant has to make necessary payment as centre operator quotes and don’t forget to take the receipt.
  7. This application will be forwarded to the respective department for further processing.
  8. ”SMS” triggered update on application status will be sent to the applicant’s mobile. Please keep track of the notification.
  9. The submitted application will be processed by the department. A designated authority will verify the submitted documents and inspect the area of the applicant to clarify the applicant’s details.
  10. Based on the outcome of the above-mentioned steps and other internal processing, the designated issuing authority will issue the certificate.
  11. The status, viz. Approval or Rejection will be conveyed to the applicant through an “SMS” or applicable norms.

Note: There are 18 motor vehicle offices that can be found within the premises of the respective offices of the District Magistrates. There are also 7 sub-divisional motor vehicle offices located in the premises of the offices of the concerned Sub Divisional Officers.

  • In case of death of the owner – Legal heir is eligible for this procedure.
  • The owners of the vehicle who moves from one state to another state / UT are eligible to apply for NOC.

InstructionsEdit

Every owner of Motor Vehicle shall cause the Vehicle to be Registered by a Registrating Authority in whose Jurisdiction he has residence or place of business where the vehicle is normally kept.



Required InformationEdit

  • Name and address, Son/Wife/Daughter of
  • Registration number of the vehicle
  • Class of vehicle
  • Registering authority, which originally registered the vehicle.
  • Engine number
  • Chassis number (also affix pencil print).
  • Period of stay in the State
  • Period upto which motor vehicle tax has been paid.
  • Whether any demand for tax pending. If so, give details
  • Whether the vehicle is involved in any theft cases. If so,give details.
  • Whether any action under sections 53, 54 or 55 of the Motor Vehicle Act, 1988 is pending before any registering authority or other prescribed authority. If so, give details.
  • Whether the vehicle is involved in any case of transport of prohibited goods. If so, give details.
  • Whether the vehicle is held under an agreement of Hire-Purchase/Lease/Hypothecation. If so, give full name and address of the financier.



Need for the DocumentEdit

  • Vehicle registration's purpose is to establish clear ownership and to tax motorist or vehicle owners. It is a requirement by the state.
  • N O C - No Objection Certificate is a must for re - registration from one state to another. You must get it from the local R.T.O where you got your vehicle registered.
  • When you shift your vehicle to another state from one state you will have to follow some procedure for a hassle free driving in the new state. For example when you move a vehicle registered in Kerala RTO and move to any other state like Himachal Pradesh or Karnataka then you have to follow the RTO rules.

  • While applying - Documents can be made in duplicate if the vehicle is held under an agreement of Hire-purchase / Lease / Hypothecation and Duplicate copy with the endorsement of the Registering Authority to be returned to the Financier simultaneously on Registration of motor vehicle.
  • Make sure all lights and horn are in good condition. Also, the vehicle should look neat and clean.
