West Bengal - Obtain No Objection Certificate for Gun License from Forest Department

Apply In-Person:
- In order to apply for gun licence permit (No Objection Certificate – NOC) from the forest department, please visit the concerned wildlife warden / district forest officer / divisional forest officer of the respective forest or wildlife area as appropriate.

- Please visit the respective office and consult with the designated authority. If the area for which the “NOC” required doesn’t fall under any restrictions, the authority will provide the details for applying. Please collect the application form or write on a plain A4 sheet as advised.
- Please complete the application form. Please stick applicable judicial stamp for the advised amount. Attach all the required documents as per the “Required Documents” section of this page along with the appropriate payment of fees as per acceptable mode (challan/DD) and submit it to the designated receiving authority as advised.
- The fees can be paid through challan/DD or as per the advised mode. Please refer to the “Fees” section of this page for more details.
- After receiving the application, the concerned authority will check the submitted application and document set. If all are in place, the application will be accepted.
- An acknowledgement receipt will be provided. Please save it for future reference.
- This application will be processed further.
- ”SMS” triggered update on application status will be sent to the applicant’s mobile. Please follow department’s notification.
- The department will verify the application details and documents.
- The department will conduct the physical inspection of the premises/area to make sure that the said premises/area doesn’t fall under the restricted zone for issuance of gun licence.
- The department will also conduct investigation about the applicant's involvement in any wildlife criminal activity.
- Based on the above verification, inspection and investigation, a report will be submitted to the respective sanctioning authority. If required, this report along with the application will be referred to the respective district administration for their comments.
- Based on the outcome of the above report and other internal processing, the designated authority will grant the permit / “NOC” with his/her seal and signature.
- The status, viz. Approval or rejection will be conveyed to the applicant through a “SMS”.
- The “NOC” will be hand delivered, or sent through post to the address mentioned while applying, or issued as per applicable norms.
- This entire process can be completed in 10 days or as per the timeline advised by the respective department authority.
Apply through Centres:
- To apply through centres, the applicant has to approach the respective “CSC” centre in their area. Refer the following link for location: CSC Locator link
- NOTE: The applicant has to select the state, district and block name from the drop-down menu, or the applicant has to click on their respective district to find nearby centres.
- Please visit the centre and consult with the centre operator for your requirement.
- If the operator issues an application form, then collect it and pay the requisite fee. Please complete the application form.
- Now, submit the completed application along with the required documents as per the “Required Documents” section of this page. It is advised to take the documents in original to the kiosk for scanning purposes.
- The operator will process the application online. On successful submission, the applicant will receive an application number as acknowledgement. The applicant will also get a transaction number as a text message on their registered mobile number.
- Applicant has to make necessary payment as centre operator quotes and don’t forget to take the receipt.
- This application will be forwarded to the respective department for further processing.
- ”SMS” triggered update on application status will be sent to the applicant’s mobile. Please keep track of the notification.
- The submitted application will be processed by the department. A designated authority will verify the submitted documents and inspect the area of the applicant to clarify the applicant’s details.
- Based on the outcome of the above-mentioned steps and other internal processing, the designated issuing authority will issue the certificate.
- The status, viz. Approval or Rejection will be conveyed to the applicant through an “SMS” or applicable norms.

- In some states, those applicants who reside within a 10-kilometre radius (or the distance from the sanctuary or the forest areamarked) of the sanctuary or forest area are restricted to apply for the “NOC” citing crop protection.

Need for the DocumentEdit
- Obtaining permission to possess a firearm without the consent of the forest department, if one is residing on the periphery of a forest, is a criminal offence.
- No new gun licences can be issued to any individual residing within a 10-km range of a national park or tiger reserve or area reserved for forest, without the approval of the forest department.
- If a gun licence is required for the protection against the destruction of wild animals which do injury to human beings or cattle and damage to crops, the applicant should obtain permit (NOC) from the authority empowered under the wild life protection.
- It is mandatory to get a permit (No Objection Certificate – NOC) from the forest department for procuring as well as for renewal of an arm licence.
