  1. To make an application for Insecticide license the applicant has to approach the Agriculture department in West Bengal. Follow the below listed steps to apply online.
  2. Please use the following link for details of fees required for different types of license: Fees details

  4. Use the challan and make appropriate fee in the bank and keep the challan scanned for applying.
  5. Applicant has to make payment using the given challan format to:

“Jt.Director of Agriculture (Plant Protection & Quality Control) West Bengal & Licensing Authority)”
OR
“Deputy Director of Agriculture” of the respective district

  1. Please follow the link to apply online: Online portal link
  2. Click “Login to apply” option to get new screen
  3. Choose the login type “user login” to get login page.
  4. Registered user shall enter their Email, password and complete the other prompts as appropriate to hit “Log In” tab.
    1. If you are a new user then use the “Sign up” option to register.
  5. Once login, user shall edit the employee details if required. Then, add “Store Point” & Educational Qualification (Self / Others) From Dash Board to initiate online process.
  6. Now under dashboard, User shall select “New Application” sub option under “Insecticide” option. Please complete the page prompts as appropriate and then hit “Save and proceed to upload documents” tab.
  7. Once upload is complete, please hit “Save and proceed to payment” tab. User shall upload the payment challan at the prompted place and hit “Save and submit” tab at the bottom to submit the application online.
  8. User will be provided with the screen to download the application as .Pdf file. Use it to download and print.
  9. An SMS to the registered mobile number will be sent for verification of store and sale point.
  10. On the day of verification, applicant has to produce all relevant uploaded document’s . Once the official verification process is done, Applicant will be issued with certificate as decided by authorities

  1. In order to apply for Insecticide license in West Bengal, applicant has to go to the “Deputy Director of Agriculture” of respective district.

  4. Applicant has to get the respective form for challan and pay the fees in the bank and proceed as advised to get the license.

  • Graduate: Agriculture / Biology / Life Science / Chemistry / Bio technology / Zoology / Botany
  • Diploma: 1 yr Agriculture / Horticulture
  • Any person desiring to manufacture or to sell, stock or exhibit for sale or distribute any insecticide, or to undertake commercial pest control operations with the use of any insecticide is eligible to make an application to the licensing officer for the grant of a license.

InstructionsEdit

  • Any person desiring to manufacture or to sell, stock or exhibit for sale or distribute any insecticide, or to undertake commercial pest control operations with the use of any insecticide may make an application to the licencing officer for the grant of a licence:
    • Provided that any person engaged in the business of manufacturing or selling, stocking or exhibiting for sale or distributing any insecticide immediately before the commencement of this section shall make an application to the licensing officer for the grant of a licence within a period of [seventeen months] from the date of such commencement:
    • Provided further that any person engaged in the commercial pest control operations immediately before the commencement of the insecticides (Amendment) Act, 1977 (24 of 1977), shall make an application to the licensing officer for the grant of a licence within a period of six months from the commencement of the said Act.
  • Every application under sub-section (1) shall be made in such form and shall contain such particulars as may be prescribed.
  • On receipt of any such application for the grant of a licence, the licensing officer may grant a licence in such form, on such conditions and on payment of such fee as may be prescribed.
  • A licence granted under this section shall be valid for the period specified therein and may be renewed from time to time for such period and on payment of such fee as may be prescribed :
  • Provided that where a licence has been granted to any person who has made an application under [the first proviso or, as the case may be the second proviso] to sub-section (1), that licence shall be deemed to be cancelled in relation to any insecticide, the application for registration whereof has been refused or the registration whereof has been cancelled, under this Act, with effect from the date on which such refusal or cancellation is notified in the Official Gazette.
  • In prescribing fees the grant or renewal of licences under this section, different fees may be prescribed for the sale or distribution of insecticides for purposes of domestic use and for other purposes.
Licensing Authority

The State Government may, by notification in the Official Gazette, appoint such person as it thinks fit to be licencing officer for the proposes of this Act and define the areas in respect of which they shall exercise jurisdiction.

  • Full particulars of the names of insecticides handled in the period and the places at which the trade was carried on, and the principles whom he represented.
  • Quantities handled during the past two calendar years
  • Situation of the nearest premises where the insecticides will be (a) stored and (b) sold



Need for the DocumentEdit

  • The Insecticide rules of 1971 specify rules about manufacturing and selling of insecticides in India.
  • The grant or renewal of a license to sell, stock or exhibit for sale or distribute insecticides has to be obtained from the respective department
  • Traders has to strictly follow the Government classification of Insecticide for different use in agriculture or in industries. In order to be eligible for dealing with such classified insecticides, one has to get the licence

  • The licenses can be cancelled under the Fertilizer Control Order 1985 and the Pesticides Act 1968 on the following detection of violation of rules such as
    • failure to display price list
    • failure to maintain stock and bill books
    • sale at prices in excess of the government-fixed rate
    • purchase of fertilizers and pesticides from unapproved firms
    • sale of unaccounted and date-expired stocks
