Virgin Islands(U.S) - Apply for a Drivers License

- Obtain a medical/application form. Have the medical portion of the form completed by a licensed local physician. The form shall be valid for one (1) year from purchase date. For Applicants under 18 years, a consent form must be completed and notarized by his/her parent(s) or legal guardian. In addition, Drivers study manuals may also be purchased.
- Provide 2 passport size (2x2) color photographs. One shall be attached to the medical form and the other shall be attached to the learners permit when issued.
- Present a valid identification, proof of date of birth, and other required documents.
- Written tests shall be administered by appointment or walk-in as deemed necessary by the Supervisors after applicable fee is paid. Applicants must bring their completed medical/application package before the test is administered.
- A learners permit shall be issued after applicant successfully passes the written test and the applicable fee is paid. Parents or guardian of applicants under 18 years must sign the learners permits at the BMV and must show legal documents.
- An appointment shall be made for the road test after successfully passing the written test and the applicable fee is paid. The applicant must present the completed medical/application package along with the learners permit when making the appointment.
Road Test
Individuals taking the road test must be dressed properly; therefore the following is not allowed:
- Short pants/ skirts
- Slippers
- Extreme high heel shoes
- Spaghetti straps and strapless tops
Required DocumentsEdit
- Completed medical/application form
- Two passport size (2x2) color photographs
- Valid identification, the applicant must present at least one of the following source documents:
- Certified copy of birth certificate.
- Valid unexpired U.S. Passport.
- Certificate of Naturalization.
- Certificate of Citizenship.
- Valid, unexpired Permanent Resident Card.
- Unexpired Employment Authorization Card issued by DHS
- Unexpired foreign passport with a valid, unexpired U.S. visa affixed accompanied by the approved I-94 Form.
- Consular Report of Birth Abroad issued by the U.S. Department of State.
- REAL ID compliant Drivers License or Identification card.(j) Valid unexpired U.S. Military Service Member card.
- Proof of Date of Birth (DOB): To establish date of birth an individual must present at least one document in the list below. Individuals presenting the identity documents must present his or her Social Security Card, or if the SSN is not available, the person may present any of the following documents bearing the applicants SSN:
- SSN W-2 Form
- SSA 1099 Form
- Non SSA-1099
- DD Form 214
- Pay stub with applicants name and SSN on it.
- Any Government issued document with the applicants full name and SSN on it.
Note: The Bureau of Motor Vehicles is within final stages of becoming fully REAL I.D. compliant and such must now require two (2) documents reflecting the applicant's name and physical address in order to process any driver's license application (initial). All documents must be in original form as copies cannot be accepted.
Proof of residential address (not post office box):
- Utility Bill
- Telephone Bill
- Cable TV/Satellite TV Bill
- Auto Life Insurance Policies
- W-2 and/or other filed taxed forms
- Voter Registration Card
- Credit Card Statements
- Signed contracts for homeland purchases in the Territory
- Property deeds or rental agreements in the Territory
- V.I. Driver License, local Vehicle Registration or Vehicle Certificate of Title
- Notarized Letter by property owner or lease-holder verifying principal residence of applicant.
- Applicants whose principal address is on a personally owned boat in the Territory must provide proof that the boat is registered in his/her name in the Territory.
- Applicants who reside under temporary living conditions such as College dormitory, shelters, or Hotels/Motels must provide the agency with notarized letter from the management (Dir. of Personnel, Resident Manager, College Administration, Hotel/Motel Manager) of the establishment.
- Members of the U.S. Military and their dependents that are on active duty overseas are required to present documents (two) validating current physical address assignment.
- Other documents approved by the Director or Assistant Director only.
Persons who have changed their principal residence for more than 30 days must update their driver's license record. When there is a name change which is legally recognized in the Territory, persons are reminded to bring legal documents to the BMV and have the driver's license record reflect the change.

EligibilityEdit
No person under 18 years of age shall be granted a license to operate a motor vehicle, and no owner or other person having the custody of a motor vehicle shall permit his motor vehicle to be operated by any person under 18 years of age, except that:
- Licenses may be granted to persons 16 or more years of age to operate motor scooters, mopeds or motor bicycles of a weight not to exceed 300 lbs and powered by a motor not more than 50 cc capacity;
- Learners permits may be granted to persons 16 or more years of age;
- Licenses may be granted to persons 16 or more years of age to operate motor vehicles provided that they have successfully completed an approved Driver Education Program. No license shall be issued under this section to any minor less than 18 years of age, unless sooner emancipated, except upon the written consent to the issuance of such license and the written assumption of financial responsibility for damages resulting from any torts committed by the minor arising from his operations of a motor vehicle, by the parent, guardian or other person responsible for the care, custody or control of such minor. School I.D. accepted.
