You are a Virgin Islands (British) resident. You are eighteen years old or older. You hold a valid foreign license or not. If you are simply visiting the BVI, a valid overseas license permits driving for up to a month is acceptable. As long as you have this license, you can also legally drive in the BVI for no more than three months via a temporary license for a fee of $10. It is not required for the applicant of a temporary license to take a written or road skills test. If you are establishing permanent residency in the BIV, you must obtain a Virgin Islands driver’s license, to which there is a procedure depending on your status as an overseas driver or non-driver.You can apply for a Virgin Islands (British) driver’s license by following:

  1. Prepare the requirements:
    • Your valid passport and NHI card
    • Your medical report no more than six months from its issued date (if you are seventy years old and older)
    • Your eye certificate
    • Your passport-sized photograph
    • An official document showing your blood type (obtained at the hospital or at Eureka)
    • Your proof of residency as landholder’s card, BVI work-permit card, an employment letter for those working for Government, or a Belonger’s card for those who are belongers.
    • Your valid overseas driving license (if applicable)
  2. Obtain the written test certificate
    1. Present the required documents at the DMV. If you already have a valid foreign license, you are only required to take the BVI written test but not the driving tests. If you do not have a valid foreign license, you must take the written tests and also acquire a Learner’s Permit from the DMV. The written test has sixty questions and you must score fifty correct answers for a passing mark. The time allotted to take this test is 60 minutes.
    2. You must also correctly answer the two mandatory questions about the speed limits, or you will not pass. This test is free and if you are successful, you are permitted to move on next step. If you are unsuccessful, you can repeat the test at your convenience, but not the same day. A certificate is issued upon successful completion of the written test. This must be presented to the Accounts Officer at time of payment for overseas licensed drivers. However, for new drivers, this certificate will grand permission to take the Learner’s permit and book a date online with the email address used for registering and the given password to select a date for the Cone test.
  3. Obtain the Cone test certificate
  4. You must come to the DMV to pay for the Cone test at least three days before the test, to guarantee booking. You must present a valid learner’s permit and the written test certificate to the Testing Officer. Upon passing the Cone test, you will receive a certificate of completion. If unsuccessful with the Cone test, you can rebook after 24 hours. The same procedures are for payment.
  5. Complete the Road skills test
  6. Once you are confident enough to take the Road skills test, you must book a date online with the email address and the given password to select a date for the Road skill test. However, you also need to come to the DMV to pay for the Road skills test at least three days before the test, to guarantee booking. On the day of the appointment, you must present a valid learner’s permit, the written test certificate as well as the cone test certificate in order to take the test. If unsuccessful with the Road skills test, you will have a minimum of two weeks before you can rebook a date for the test. If you are successful, then you may obtain your driver’s license after 24 hours.
  7. Obtain the driver’s license
  8. Present the required documents at the DMV along with your written test certificate, cone test certificate and the completed road skills test. An eye examination (it is free) is also required before the license may be issued.
