  1. Ensure you meet the eligibility criteria for holding a firearms license.
  2. You will then need to identify why you want to have a firearm license and whether this is a legally permissible reason. The Firearms Act provides a number of 'genuine reasons' for holding a firearm license. You will need to provide evidence to demonstrate your genuine reason when you submit your application form (e.g. an original copy of the letter from the Department of Sustainability and Environment to hunt on Crown land or a copy of your Clay Target Shooting Club membership card).
  3. You will need to check which type of license and which category of firearm correspond to your 'genuine reason'. This overview of the firearm categories and activities may assist you. Once you know which type of license and category of firearm you want, you will be able to complete the relevant license application form.
  4. You will need to undertake the relevant Victorian Firearm Safety Course and arrange to have a full set of your fingerprints taken if the type of license you're applying for requires this.
  5. New firearm license applicants will also need to supply the following when lodging their application:
    1. A range of certified identification documents totaling 100 points which includes at least one primary document
    2. An identification reference from a suitably qualified person who is not related to you by either birth or marriage and has known you for at least 12 months,
    3. A letter from your medical practitioner detailing any condition(s) that may affect your ability to hold a license (if required)
    4. A copy of your Victorian Firearm Safety Course certificate (if required)
  6. After you have received confirmation that your application has been successful, you will need to pay the prescribed fee for your license at a bank. Some banks will charge for this service but the Westpac bank does not. You will then need to take proof of identification and proof of payment to an approved VicRoads photo point to have your photo taken. LRD will not accept passport (or other) photos that have not been taken by an official at an authorised photo point. The authorised photo point will send your photo to LRD electronically. You must complete this form if you cannot attend a Victorian photo point.

  • Statement from a primary, secondary or tertiary education institution that you attended in the last 10 years that confirms your name and address
  • Records from a professional or trade association (i.e. club, school, union etc) that confirms your name and address

EligibilityEdit

Individuals, organisations and government departments can hold a firearm license for a range of employment and leisure purposes. To be eligible for a license, you must be:

  • A permanent resident of Victoria (or work with firearms in Victoria)
  • A 'fit and proper person'
  • Between 12 and 18 years of age (junior license) or 18 years and over (adult license)
  • A 'non-prohibited' person (or have been deemed not to be 'prohibited' by a court)
  • Able to demonstrate and maintain a 'genuine reason' for needing a particular license type

You must also successfully complete the relevant Victorian Firearm Safety Course if the license you are applying for requires this.
