Uzbekistan - Obtain a Residence Permit

ProcedureEdit

All travellers present in Uzbekistan for more than three business days must register with the Office Entry, Exit, and Citizenship, commonly known as “OVIR,” of the district or city in which they are residence. All foreigners are required to obtain valid registration by their third day in Uzbekistan (excluding Sundays and national holidays). Therefore, it is important to apply for this registration as early as possible upon arrival in the country. Registration fees vary depending on length of stay, ranging from $20 for one month stay to $200 for a stay of up to a year. Visitors without proper registration are subject to fines, imprisonment, and deportation. The fines range from US $1,000 to $12,000.

Apply In-Person

If you are staying in a hotel, your hotel will give you a registration slip free of charge, a little piece of paper saying you are staying there. Keep it and show it at the border if they ask for it. You need to stay in a hotel at least every third night officially to stay registered.
For self-registration
Visit the OVIR office in your place of residence.
Present the require documents for the registration
Pay the fee according to the days/months you will be residing in Uzbekistan
And you will be issued with a residential permit for your stay.

At MY LIST, fill in the form (don’t forget to fill in More Information’s, it is also necessary). The KPP number doesn’t seem necessary.
Once completed you click on the little green circle beside your name in the list and click pay.
You have to pay on line with an Uzbek credit card. You will need the help of a local for that. Uzbek credit cards are linked to a phone number. To confirm the payment you have to enter a code received at that number. You need to pay within 30 minutes of saving your details, so make sure you have arranged a payment method beforehand.

NOTE: The owner of the apartment/house where you plan to reside must come with you to this office

Required DocumentsEdit

You will need to submit the following documents to the relevant OC&C office

Your Passport (make sure you have a valid Uzbekistan visa);

Copy of the landlord’s passport;
A copy of your lease agreement, notarized and already registered with a local mayor’s office (in Uzbek –Khokimiat);
A short explanation of the purpose and the planned length of your trip to Uzbekistan.

The immigration regulations of Uzbekistan require that all foreigners present in Uzbekistan be registered with the local authorities immediately upon arrival in Uzbekistan.

InstructionsEdit

Visitors may apply for two types of visa:

Tourists: Visitors who intend to stay at hotels should apply for Tourist (“T”) visas. Such visitors are required to stay at hotels and may not legally stay at private residences. Hotels are responsible for registering their “T” guests with OVIR and will ask guests to turn over their passports, often until checkout, so hotel staff can perform this task.
Private Visitors: Visitors who intend to stay at private residences (e.g. with friends) should apply for Private Visitor (“PV”) visas. Such visitors are responsible for registering themselves at OVIR offices, as noted above, within three days of arrival in country. “PV” visa holders who stay at multiple residences are responsible for re-registering each time they move to another private residence. “PV” visa holders, once initially registered with OVIR, are permitted also to stay at hotels, which will complete registration for the hotel stay as described above. This typically occurs if a foreign visitor wishes to combine a homestay with friends or relatives with excursions to tourist destinations.

It is important to note that Uzbek visas not only indicate the validity of the visa, but also the period of time a person is allowed to stay in Uzbekistan on a given trip. A visitor will have to leave the country before the number of days indicated as the duration of stay on the visa expires. Therefore, it is important to indicate your intended period of stay when applying for your Uzbek visa. All travellers, even those simply transiting Uzbekistan, must obtain an Uzbek visa before traveling to Uzbekistan.

Residence permit is the authentic to document that proves you are eligible to stay in the country you are visiting legally and staying in the country without this document will lead to legal actions taken against you. These may include fines and deportation.

As for the penalties for late registration or staying without it at all, those who host a foreigner will be fined. A foreign tourist will only be fined if he belongs to the category of "Independent tourists".
If a citizen of Uzbekistan who hosts a foreigner does not register him, a citizen of Uzbekistan will be fined 10-100 times the minimum wage - approximately 2 to 20 million UZS (300-3000 US dollars).
If an independent tourist does not register himself within 3 days after crossing the border, a fine of ten times the amount of the tourist tax (86,120 soums or approximately 11 US dollars) for each day of stay will be applied to him.
