- To apply for private service Vehicle permit in Uttarakhand the applicant has to approach the RTO office or permit issuing state/regional transport authorities of the area.
- Information related to the RTO offices and permit issuing state/regional transport authorities can be obtained from the “Office and Location” Section of this page.
- You will have to submit Application in Form No.SR23 in front of licensing authority.
- Application form can be obtained from the RTO office.
- It should be filled as instructed.
- Please make sure you have all the documents that are listed down the “Required Document” section of this page.
- Present the completed application forms in one of the counter and pay the appropriate fee where the officials would start processing your application.
Apply Online:
- To apply for private service vehicle permit, the applicant has to visit the official portal of the Ministry of Road Transport & Highways: Link to Portal
- In the homepage, please scroll down to “Informational Services” and click on the “more” button in the “Citizen Guide” tab.
- The applicant will be taken to the “Manual” page where all the available services will be listed.
- Please click on the name of the required service and click on “Step by Step procedure” from the drop down menu.
- The applicant will be taken to a new PDF page where the process for applying will be explained clearly.
- Please follow the steps to complete the application.

- Registration mark and year of manufacture and date of registration of the motor vehicle.

- The area or the route or routes to which the application relates.
- The manner in which it is claimed that the purpose of carrying persons otherwise than for hire or reward or in connection with the trade or business carried on by the applicant will be served by vehicle;

Permits for Passenger Vehicles
Auto Rickshaw and Taxi permits:
Such permits are issued by MLO (AR) for carrying passengers to various places within the state. Fare is charged as per the fare meter mounted on such Vehicles & as determined by STA.
Maxicabs:
Such permit are issued by STA to vehicles carrying passengers to various parts of state on a fixed route and as per the fare fixed by the STA. Total seating capacity of such vehicles should not exceed more than 12 excluding the Driver.
Phat Phat Sewa :
The operators using the three wheeled Harley - Davidson engine vehicles were issued Phat Phat Sewa permits. These vehicles have since been replaced with vehicles having maximum seating capacity of 9. They ply on a fixed route and charge the fare as per S.T.A. approval.
Eco Friendly Sewa:
Transport Department has issued permits to battery operated 3 wheeled vehicles having seating capacity up to 10.
Q. What is a permit?
Ans: Any vehicle which is to be used for carrying goods or passengers for Commercial purpose essentially requires the permission (permit) of State Govt. under the provisions of M.V. Act, 1988 and rules framed there under. Permits are issued by State Transport authorities to control and to regulate operation of commercial vehicles.
Q. What is the difference between State and National Permit?
Ans: With State permit one can operate in the respective state only for which you have taken the permission and with national permit one can operate in whole country.
Q. Who is eligible for Permits?
Ans: Any registered owner of a transport vehicle can apply for the "Permit". However there are restrictions and permits are made available only after notification of Government.
Q. What are different types of permits available?
Ans: Six types of permits are functional in India:
- Stage Carriage Permit
- Contract Carriage Permit
- All India Tourist Vehicle Permit
- Private Service Vehicle Permit
- Goods carriage Permit
- National Permit Two other Permits (for short time duration):
- Temporary Permit
- Special Permit
- Temporary Permit
Q. When can permits be applied ?
Ans: Normally permits can be applied any time. However the stage carriage permits are only issued at the time of notification as per policy. Further Supreme Courts direction for switching over to CNG made of fuel have also to be complied with at the time of time (or renewal) of permits.
Q. Who enforces the permit condition?
Ans: The enforcement wing of Transport Department inspect the permit conditions.
Q. What is the action taken against violation of permit conditions ?
Ans: Action is taken by State Transport Authority (STA) against these offenders Under Section 86 of M.V. Act for suspension/cancellation of permits.
