- To apply for a Learner Driver License in Uttarakhand the applicant has to approach the RTO office of the area.
- Information related to the RTO offices can be obtained from the “Office and Location” Section of this page.
- You will have to submit Application in Form No.2 in front of licensing authority.
- Application form no 2 can be downloaded from following link:Form 2
- The applicant should make sure they are eligible for applying for driver license by reading through the eligibility criteria that has been listed out under the “Eligibility” section of this page.
- Please make sure you have all the documents that are listed down the “Required Document” section of this page.
- Application forms can be obtained from the appropriate RTO offices that should be completed and presented with appropriate fees.
- Present the completed application forms in one of the counter and pay the appropriate fee where the officials would start processing your application.
- After verification of the documents applicant will have to go through a learner test.
- Before learner test, color blindness inspection and movements of limbs is carried out.
- A computer based multiple choice objective test is conducted and whoever correctly answers sixty percent questions put to him is declared pass.

- In order to apply for Learner Driver License online, please follow this link: Online Portal
- Please select, "Online Services" from the menu and click on "Driver License Related Services".
- In the newly opened screen, please select the State from where the service is to be taken.
- Then, click on “Apply for Learner License” icon.
- In the next step, the applicant has to click on “Continue” button.
- After that, select the category from the drop-down menu and click on “Submit” button.
- Fill the Applicant Details as instructed and click on “Submit” button.
- Upload the supporting documents as mentioned in the “Required Documents” section of this page.
- Upload Photo and Signature if required.
- Then, Book Learner License Test Slot.
- Pay the required fees.
- Verify the payment status.
- The test of competence will be conducted by the competent authority.
- After verification of the documents applicant will have to go through a learner test.
- Before learner test, colour blindness inspection and movements of limbs is carried out.
- After the verification by the approving authority, license will be issued to the applicant.

EligibilityEdit
- The eligibility for obtaining a Learners Licence for a private motor vehicle without any gear, is 16 years (if the applicants parents or guardians give their consent).
- No person shall be granted a learners licence to drive a medium or heavy goods vehicle or passenger vehicle unless he has held a driving licence valid for a light motor vehicle (LMV) for at least one year.

Processing TimeEdit
After completion of Learner's test, the Licence will be issued next day, if you pass the test. If you have applied in Dehradun Rajpur road RTO, then next day between 3.00 pm to 4:30 pm you can collect your learner licence,there you will get to know whether you have passed test or not.

The application form for a learner's licence consists of two sections to be filled out, as follows:
- Particulars to be furnished by the applicant: The applicant is required to enter the following details when applying for a learner's licence-
- Personal details such as name, address, date of birth, place of birth.
- Educational qualification.
- Type of Indian citizenship (by birth, naturalization) along with documentation.
- Blood group.
- Previous driving licences held with details (if any).

A Learner Licence is an official document needed to apply for permanent driving license. The learner license certifies that the holder is learning to drive and should be accompanied with experienced driver while driving motor vehicle.
- To learn driving a motor vehicle, you must first get a Learner's License for that class of vehicle. A Learner's License legally allows you to learn driving with an experienced instructor or driver on Indian roads.
- If you hold a valid Learner's License, you can practise driving with a permanent Driving License holder. This will help you polish your driving skills before you take your vehicle out.

Applications for a provisional driving licence can be made from the age of 16. Valid for driving a moped or gearless motorcycle (with a capacity of up to 50 cc) from aged 16, and a car from aged 18 or older to drive any other type of vehicle. The common "All India Permit" allows the licensee to drive throughout the country. For driving commercial/transport vehicles, one should obtain endorsement (and a minimum age of 20 years, in some states) in the driving licence to effect under s.3(1) of The Motor Vehicles Act, 1988. Until a driving test (which consists of three sections: verbal or written test (depending on the state), road sign test followed by a supervised driving examination) has been passed a driver may hold only a provisional licence and be subject to certain conditions.
The conditions attached to provisional licences of a particular category of vehicle are:
- L-plates must be conspicuously displayed on the front and rear of the vehicle.
- Learner drivers of a particular category and transmission type of vehicle must be accompanied by somebody who has held a full driving licence for that category and transmission type, except in the case of solo motorcycles and vehicles of certain categories designed solely for one person.
- Motorcycle riders must not carry any pillion passenger.
- Bus drivers must not carry any passenger except a person giving or receiving instruction.
After passing a driving test, the provisional licence may be surrendered in exchange for a full Indian licence for the relevant kind of vehicle. Full car licences allow use of mopeds, motorcycles and cars.

Licence obtaining process is time consuming, here are some tips:
- Go early around 10:15am.
- Collect form and quickly get into fees payment line, you can easily fill form while standing in queue.
- Girls and women need not to follow the same guys que, they have a separate one, if you don't see one then make one yourself, standing at front directly.
- After submitting required fees, be quick in going to biometrics section where you have to give your finger prints, photo and signature electronically. Here also females can directly go and not follow the line, however due to very large crowd guys have to be quick.
- After biometrics, all you need to go to the test room where you will be attended by the test invigilator, he will explain you rest of the process. You must pass to get licence in this test.
- Next day come around 2:45pm and quickly join or make line to collect your learner licence.

A Driving Licence can be used as a proof for Identity. A modern photo of the driving licence can also serve many of the purposes of an identity card in non-driving contexts (proof of identity (e.g. when opening a bank account) or age (e.g. when applying for a mobile connection) or PAN card application.)
