Apply In-Person

  1. To Apply for Contract Carriage Motor Cab Permit, the applicant has to approach the RTO office to which your area belongs to. Following link can provide you information related to the list of RTO office: link
  2. An application form will be provided to the applicant by the concerned officer.
  3. The applicant has to fill in all the necessary details in the application form. (Incomplete applications are not accepted)
  4. Make sure that the applicant has to attach all the necessary documents that are mentioned in the “Required Documents” section of this page.
  5. The applicant has to attach the photocopies of the required documents along with the application form while submitting.
  6. Submit all the documents with the completed form to the concerned officer.
  7. The applicant has to pay the prescribed fee as requested by the authority.
  8. After receiving the application, the concerned authority will check the submitted application and document set. #If all are in place, the application will be accepted.
  9. An acknowledgment receipt will be provided. Please save it for future reference, it contains the application summary and contact details of the person to be contacted.
  10. Then the application will be processed further. All the updates on the application status will be sent via SMS to the applicant’s mobile number.
  11. The processing time for this procedure takes up to 10 - 15 days.



Apply Online via National Portal:

  1. You can also apply for contract carriage motor cab service vehicle Permit in Uttarakhand through the national portal.
  2. The following link will give you access to the Ministry of Road Transport and Highways, Government of India: Vahan Citizen service
  3. From the dropdown menu on the website select the permit option from the “other online service” tab option
  4. In next step select the State from where the service is to be taken and proceed.
  5. You will be directed to the permit related services page:Click here
  6. Here you will have to provide the vehicle registration number and chassis no.
  7. Enter the OTP received and Click on Proceed.
  8. All the permit related services enabled in the RTO, which is allotted for the entered vehicle registration number will be displayed
  9. The Stages of Application Submission Process includes
    1. Enter the required Details
    2. Click on the service to be availed
    3. Submit Permit Details as per requirement
    4. Click on Save
  10. Temporary Application Number will be generated and sent as an SMS on the mobile number entered in the beginning of the process.
  11. This number will be used to access application for verification.
  12. Once you click on save, the application is saved in draft mode. You can verify the application form (immediately/later) before proceeding for payment.
  13. Verification will help you to review your application form. It will help you to be recheck whether the information given are correct or not. You have two option for verification. Either verify immediately or later. Click on either tab as per your availability.
    1. Click Verify Later for checking the correctness after sometime.
    2. In case of ( Verify Now - application number will be automatically fetched and click Get Details.
      • If you are Verifying the form Later - Click on Status>>Verify Application. Enter Application Number sent in SMS in step b)>>ii) and click Get Details ii) Entered data will be displayed iii) Check the data entered and Click Verify
  14. Make the Payment
    1. Click on Make Payment or Payment Later
    2. For making payment later, in Status>>Make Payment. Enter Application Number sent in SMS in step b)>>ii) and click Get Details.
    3. Click on Make Payment
  15. Permanent Application Number will be generated and sent in SMS, which will be used (now onwards for any reference)
  16. System will move to payment gateway for payment else verified application will be saved.
  17. Confirm the Payment Terms and Conditions and proceed
  18. Once Payment done successfully, print receipt.
  19. You can Print Application form also from Status>>Print Application menu.
  20. Visit to respective RTO along with Fee receipt and required documents (like valid insurance, tax details, fitness certificate and all such documents required by RTO) along with application form printed above, for verification and approval.
  21. In Case of:
    1. Payment Failure : Apply Again
    2. Payment Success but Receipt Printing Failed :
      • Wait for 1-2 hrs,
      • Do step 1 and then Click Status>Check Pending Transaction
      • Enter the application number sent
      • Registration Number and Chassis Number. Click Show details
      • Select the respective Transaction and Click Check to Bank and confirm Payment.
      • If Transaction failed then apply again

Need for the DocumentEdit

The document is needed to authorize the applicant to engage his motor vehicle to carry passengers for hire or reward. He can use his vehicle on any route on fixed rate for the particular distance.


Information which might helpEdit

  • “motorcab” means any motor vehicle constructed or adapted to carry not more than six passengers excluding the driver for hire or reward;
  • “permit” means a permit issued by a State or Regional Transport Authority or an authority prescribed in this behalf under this Act authorising the use of a motor vehicle as a transport vehicle;
  • “contract carriage” means a motor vehicle which carries a passenger or passengers for hire or reward and is engaged under a contract, whether expressed or implied, for the use of such vehicle as a whole for the carriage of passengers mentioned therein and entered into by a person with a holder of a permit in relation to such vehicle or any person authorised by him in this behalf on a fixed or an agreed rate or sum:
  • on a time basis, whether or not with reference to any route or distance; or
  • from one point to another, and in either case, without stopping to pick up or set down passengers not included in the contract anywhere during the journey, and includes:
  1. a maxicab; and
  2. a motorcab notwithstanding the separate fares are charged for its passengers;

Q. What is a permit?
Ans: Any vehicle which is to be used for carrying goods or passengers for Commercial purpose essentially requires the permission (permit) of State Govt. under the provisions of M.V. Act, 1988 and rules framed there under. Permits are issued by State Transport authorities to control and to regulate operation of commercial vehicles.

Q. What is the difference between State and National Permit?
Ans: With State permit one can operate in the respective state only for which you have taken the permission and with national permit one can operate in whole country.

Q. Who is eligible for Permits?
Ans: Any registered owner of a transport vehicle can apply for the "Permit". However there are restrictions and permits are made available only after notification of Government.

Q. What are different types of permits available?
Ans: Six types of permits are functional in India:

  1. Stage Carriage Permit
  2. Contract Carriage Permit
  3. All India Tourist Vehicle Permit
  4. Private Service Vehicle Permit
  5. Goods carriage Permit
  6. National Permit Two other Permits (for short time duration):
    • Temporary Permit
    • Special Permit

Q. When can permits be applied ?
Ans: Normally permits can be applied any time. However the stage carriage permits are only issued at the time of notification as per policy. Further Supreme Courts direction for switching over to CNG made of fuel have also to be complied with at the time of time (or renewal) of permits.

Q. Who enforces the permit condition?
Ans: The enforcement wing of Transport Department inspect the permit conditions.

Q. What is the action taken against violation of permit conditions ?
Ans: Action is taken by State Transport Authority (STA) against these offenders Under Section 86 of M.V. Act for suspension/cancellation of permits.
