- To obtain no objection certificate for vehicle registration in Uttar Pradesh the applicant has to approach the RTO office of his area. Following link can provide you information related to the list of RTO office: Contact Link

- Also make sure you have all the necessary documents to process the application
- The applicant should make sure they are eligible for applying for this procedure
- Application forms can also be obtained from the appropriate RTO offices. However, now application forms have to be printed from parivahan website. The Noida RTO does not accept the paper application Form 28 unless it's completed online and printed from there. Also, NIL fee receipt also has to be printed from website and attached. (See APPLY ONLINE section below).
- Present the completed application forms in one of the counter and pay the appropriate fee where the officials would start processing your application.
- After checking the application for its correctness and other appropriate requirements the No objection certificate will be issued.

- To apply for no objection certificate for vehicle registration, the applicant has to visit the official portal of the Ministry of Road Transport & Highways: Link to Portal
- In the homepage, please scroll down to “Informational Services” and click on the “more” button in the “Citizen Guide” tab.
- The applicant will be taken to the “Manual” page where all the available services will be listed.
- Please click on the name of the required service and click on “Step by Step procedure” from the drop down menu.
- The applicant will be taken to a new PDF page where the process for applying will be explained clearly.
- Please follow the steps to complete the application.
Required DocumentsEdit

- For NOIDA RTO, the online version of Form 28 has to be printed in 3 copies if no hypothecation / finance exists. Photo to be affixed on 1 copy of Form 28. Copy the chassis no. of the car at the bottom of all 3 copies by using a pencil in such a manner that all digits/ alphabets are clearly visible.
- Certificate of Registration - original copy (this will be returned to you along with NOC eventually).
- Certificate of Insurance - copy
- Evidence of Payment of Motor Vehicle Tax up to date - this is evident in Registration Certificate
- Pollution Under Control Certificate - copy
- Police Verification Certificate - For Noida RTO, police clearance certificate can be obtained at SSP office, Surajpur in Greater Noida, 20 kms away (location is clearly visible on google maps). DCRB report can be issued only when Noida RTO gives a letter to you authorising the SSP office to issue the report. Noida RTO will give you the authorisation letter by requesting at counter # 3 and showing original vehicle registration certificate. National Crime Record Bureau (NCRB) report is NOT required but listed at the NOIDA RTO website. To save time, you can carry NCRB report as an extra measure since NCRB report can be printed online (free of cost) by entering vehicle no. chassis no. etc.
- Aadhaar card / Address proof of the buyer showing the address of where the vehicle will be re-registered.
- Printed copy of NIL fee receipt generated online, while printing Form 28. NOIDA RTO specifically insists for this.
- Carry 3 extra copies of chassis no. on plain A4 size paper, just in case last minute specifications are required by NOIDA RTO.

- Owner of the vehicle can apply for transfer of ownership of vehicle.
- In case of death of the owner – Legal heir is eligible for this procedure.
- The owners of the vehicle who moves from one state to another state / UT are eligible to apply for NOC.

ValidityEdit
An NOC is valid for a period of 6 months or the period mentioned by the issuing authority.

Need for the DocumentEdit
- Vehicle registration's purpose is to establish clear ownership and to tax motorist or vehicle owners. It is a requirement by the state.
- N O C - No Objection Certificate is a must for re - registration from one state to another. You must get it from the local R.T.O where you got your vehicle registered.
- When you shift your vehicle to another state from one state you will have to follow some procedure for a hassle free driving in the new state. For example when you move a vehicle registered in Kerala RTO and move to any other state like Himachal Pradesh or Karnataka then you have to follow the RTO rules.

- While applying - Documents can be made in duplicate if the vehicle is held under an agreement of Hire-purchase / Lease / Hypothecation and Duplicate copy with the endorsement of the Registering Authority to be returned to the Financier simultaneously on Registration of motor vehicle.
- The chassis no. of vehicle needs to be stenciled at bottom of Form no 28. Hence, car has to be taken to RTO office at Noida. Typically, agents can help you if car is not physically present at RTO office.
- The clerk will also verify your signature and tally it with signature in vehicle record maintained in the NOIDA RTO office. Vehicle record needs to be retrieved from store room after signature verification process.
- Owner needs to be physically present to sign, etc. Typically, agents can help you if owner is not physically present at NOIDA RTO office.
