ProcedureEdit

  • Importers of Agricultural chemicals must provide information about the chemical substances and mixtures and ensure they have packaged the product safely before importing them into Uganda.
  • These guidelines are intended for person(s), companies and other stake holders involved in any act of importation of Agriculture chemicals into Uganda.

Step 1

Submit an Application letter.
  • A written application should be sent to the Registrar of the Agricultural Chemicals Board in Uganda, this Letter must be on the letter head of the company which has a telephone number, Chemical registration Number and e-mail account to import industrial, consumable, laboratory, agricultural and restricted chemicals controlled under international conventions.

Step 2

Documentation.
  • The foreign exporter who wish to import Agricultural chemicals shall prepare the following materials and submit those documents to the Registrar of Agricultural Chemicals Board in Uganda,
Then attach the following documents before submission.
  1. A copy of certificate incorporation (original for sighting)
  2. A Certified true Copy for memorandum and articles of association.
  3. One Certified true Copy of particulars of the directors, Form (original for sighting)
  4. Copy of Current Tax Clearance (original for sighting)
  5. Permit from Ministry of Agriculture Industry and fisheries
  6. A letter of Authority from Agriculture chemical Board
  7. Pro-forma invoice for permit to import Agricultural chemicals.
  8. Evidence of PPB listing certificate of Marketers of the chemical.
  9. Certificate of Manufacturing issued by relevant regulatory Authority.

Step 3

  • Agriculture Chemical Board in Uganda will conduct completeness and correctness check within 15 days from the receipt of all documents and application fee. A reference number will be allocated for each application and preliminary feedback will be given to the applicant through the contact address provided on the application form. Therefore it is important to provide an email account and the current telephone contact on the application form.

Step 4

Import Permit to clear :
  • Provides information which broadly outlines what chemicals are prohibited or restricted, where you can obtain more information about the control and, in the case of restricted Chemicals, the mailing address or e-mail address to use to apply for permission to Import. If the documents complied with the PPB requirements, permit to import samples of products is issued to the applicant. The applicant is required to import specified samples to be used for vetting and Lab analysis.

  • No person shall package, label or advertise any agricultural chemical in a manner that is false, misleading or deceptive or is likely to create an erroneous impression regarding its character, value, quality, composition, merit or safety.

  • Information if the Applicant has ever been convicted of a criminal offence in Uganda or in any other country.
  • Information if you have ever acquired a Licence and state the nature of the Licence, date issued and the Licence number.

  • Uganda has very stringent plant introduction and certification procedures that are set to ensure that foreign injurious pests, disease and noxious weeds are not brought into the country. This procedure is for guidelines for person(s)companies and other stakeholders involved in any act of importation of restricted Chemicals into Uganda. These importation include industrial goods,consumable,laboratory,Agriculture and restricted chemical controlled under international convention.



The Ugandan Government controls the import of certain goods into Uganda. The controls include: An absolute prohibition, where you are not allowed to import the goods in any circumstances, or A restriction, where you need to have written permission in order to import the goods.

  • If you're planning to export certain pesticides or hazardous chemicals outside of the Uganda you may need to go through a notification procedure and, in some cases, obtain prior informed consent (PIC) from the importing country before the export can take place. This procedure is overseen by the Health & Safety Executive (HSE), which makes sure that: Certain essential but inherently hazardous chemical products may be declared by the Government Code Regulations to be restricted chemical products (RCPs). These products are strictly controlled by the government.
  • Restricted Chemical Products can only be supplied to persons who are authorized to use the product under the laws of a state Uganda.
  • Chemicals are exported at least six months before their expiry date.
  • Exports of chemicals that have a severely restricted use within the East Africa have complied with a mandatory notification procedure.
  • no chemicals are exported that are banned within the East Africa community. Exports to countries outside the East Africa are packaged and labelled in line with the United Nations Open General Licence Globally Harmonized System. The relevant Ugandan state or territory authority determines who may be considered as an authorized person, based on advice from the The Registrar of National Drug Authority (NDA) following a risk assessment of the chemical product these are people with specific training or qualifications in the safe handling and use of Restricted Chemical Products in Uganda.
  • This procedure is for guidelines for person(s)companies and other stakeholders involved in any act of importation of restricted Chemicals into Uganda. These importation include industrial goods,consumable,laboratory,Agriculture and restricted chemical controlled under international convention.
  • An Applicant wishing to obtain a permit to clear Chemical restricted and controlled under international convention in Uganda should follow the following procedures and guideline as discussed in this procedure.
