- A person should make an application for a diamond dealer's license to the Secretary Directorate of Geological Survey and Mines in the prescribed form and it should be accompanied by the prescribed fee.you can visit the following link Directorate of Geological Survey and Mines

- Go to the license issuing authority at the Ministry of energy and mineral development to do the preliminary round of discussion to obtain Diamond Dealer permit If the proposed Diamond dealerships is accepted, then the applicant can arrange finance requirement and all other mandatory requirements to apply.
- Applicant shall collect the application form from the secretariat or write as advised.
- An application should be accompanied by evidence sufficient to show that the applicant is in possession of, or commands, sufficient working capital to ensure that he can carry on the business that would be permitted under the diamond dealer's license.
- Complete the application form. Attach all mandatory documents as per our required document section. Submit this set to the receiving authority along with applicable fees.
- Submitted application will be verified by the authorities. If all are in place submitted application will be accepted.
- Applicant will be provided with receipt for submission of application. Please keep it safe for future reference. Authorities will inform you about the successive steps.
- The Directorate of Geological Survey and Mines,before issuing a license,require the applicant to provide security, by way of bond or cash deposit in the prescribed form as the Directorate of Geological Survey and Mines require, for the due payment of any prescribed fees or royalties which may become payable by such dealer in the course of his business under the law.
- This application will be processed further by the department.
- Applicant gets intimation from the department about the application progress. Follow the notification.
- There will be inspection and verification process from the department authorities/respective police department / police station on a scheduled date.
- This application along with inspection/verification report will be submitted to the issuing authority concerned.Based on the advice and report the rest of the process will be completed.
- Post verification,a notice shall be posted by the concerned state authority on your personal or business address, declaring your name and the license details.
- The notice so displayed shall be open for any objections raised by the local people, which will be communicated to the concerned department.
- In case an objection is raised, applicant will be given a right to defend themselves. In case, no objections are raised, the authority will review the application and grant you the Diamond Dealers Permit.
- The status, viz. Approval or Rejection if any will be conveyed to the applicant through an Email/phone or formal letter .If approved, the certificate will be issued as per applicable norms.

- In case of individual,the applicant must be above the age of 21 years or as per prescribed ordinance.
- The applicant must be a citizen of Uganda or a Person of Ugandan Origin.
- If the applicant is a firm,a company or society they can as well apply for this permit.
- Note:
- The license holder shall not use Diamond Dealer permit except for the purpose mentioned.

- The Diamond Dealer permit are required by the holder/applicant in order to sell diamond, otherwise, the dealing in diamond without this document is illegal and prohibited until you obtain a diamond dealers permit.

The holder of a diamond dealer's license should not:-
- Deal in diamonds except in accordance with the conditions set out in the license;
- Engage in mineral dealings concerning diamonds, as either principal or agent, except with either the holder of a mineral right who is authorized to mine diamonds, or the holder of a diamond dealer's license;
- store diamonds except at the place or in the premises specified in the license;
- Deal in diamonds as either principal or agent, except at the place or in the premises specified in the license.
- The holder of a diamond dealer's license should comply with any other condition specified in the license.
- The holder of a diamond dealer's license should keep a register of dealings in diamonds in the prescribed form.
- The holder of a diamond dealer's license should record in the register the following information in respect of transactions for diamonds.
- the nature and weight of the diamonds;
- the price of the diamonds;
- the date of the transaction;
- in the case of a purchase of diamonds, details of the vendor's authority to sell the minerals; and,
- the name and address of the vendor, purchaser or consignee.
- The holder of a diamond dealer's license should submit to the Cabinet Secretary in the months of January, April, July and October of every year, a true copy of the register in duplicate for the preceding three months, together with a statutory declaration of the correctness thereof, and should also produce and exhibit the register to a police officer of or above the rank of Inspector whenever required in writing by the officer.

- A diamond dealer's license shall expire on the thirty-first day of December of the year in which it is granted.
- A diamond dealer may apply for renewal of a diamond dealer's license to the Cabinet Secretary in the prescribed form and upon payment of the prescribed fee.
