Apply In-Person

  1. An applicant for a change of name for both tertiary institutions and private universities' are issued by the National Council for Higher Education.Visit their website on the following Link
  2. Any University or Tertiary Institution wishing to change its name or part of its name shall do so by making an application in writing to the National Council for Higher Education.
  3. After that, attach the required documents on the applicant before submission stating clearly a sufficient reason for name change. in addition to any other details that the National Council may in each case specify, attach the required documents as indicated in the sections of procedure of required document.
  4. An application for name change for both a tertiary institution and private universities shall be in a prescribed Form and shall be accompanied by the prescribed fee.
  5. The application shall be accompanied by a receipt as proof of payment attached on the application form. You will be required to pay for the name change.
  6. You will be required to pay the appropriate application fees as prescribed on the application form and submit or attach the payment receipt together with application form.
  7. The National council for Higher Education Board on receipt of the application form shall make a name search with Uganda registration bureau services. In case it satisfies the National Council as to the progress of need for name change for tertiary institution and private Universities if it is in conformity with the prescribed institutional standards, the National Council shall appoint an Investigation committee to inquire into the reason to why there is a need to change a name of tertiary institution or private university.
  8. If after consideration of the report of the Investigation Committee and other relevant matter, the National Council is satisfied for a need for name change for the Tertiary institution, then ,it shall register the new name for the tertiary institution or private University.
  9. However, if after consideration of the report of the Investigation Committee and any other relevant matter, the National Council is not satisfied with the findings on name change, the National Council shall inform the Tertiary institute or Private University of why they are not in conformity with name change and give reasons for not recommending the Tertiary institute or Private University to change name.
  10. The National council shall then publish a general notice in the Gazette and widely circulated local newspaper inviting anybody having any objection to the change to present the objection to the National Council within thirty days from the date of publication.
  11. The National council, if after a period of thirty days no objection is received by the National Council of receipt of the application, the National Council is certified that a Tertiary Institution or private university provisionally licensed is properly administered and organized and has attained the required standards of instruction, the National Council shall:
    • the application shall be granted by the Minister, in the case of a Tertiary Institution;
    • in the case of a University, the application shall be forwarded to the President through the Minister, who shall grant the application.
  12. Upon publication of name change in the Gazette the tertiary Institution or private university to which the new name is granted shall be recognized as of comparable and equivalent merit with those of other recognized tertiary institution and private universities,

  • Name change fee required to change a University name is 1,000,000

Need for the DocumentEdit

  1. The National Council shall advise the institution to change its name if the proposed name is identical to another institutional ready registered or has political,moral or social connotations or which has an impact on the name of a government department or geographical area.
  2. Tertiary University or private university can request for a name change, they want to change their name because of any of the following reasons:
    • Use their founder name
    • Prohibition of undesirable name
    • The name is appealing to the prospective
    • To increase enrollment in the tertiary institute or private university.
    • if a new name tells the best story.
    • If the court up holds the new name.
    • to distinguish and differentiate themselves.
    • For other reasons (change of nationality of promoters, convenience causes, religious reasons etc.).
    • The name change may be to ensures quality of tertiary institutions to meet the standards equivalent to and recognized by other institutions.

Information which might helpEdit

  • The process of issuing a change of name for a tertiary institution or University is inefficient,as it currently requires the Minister to issue such change for tertiary Institutions and President for Universities,which delays process.
  • The National Council may,on written application, reserve a name pending registration of an institution or a change of name by an existing institution.
  • A reserved name shall remain in force for a period of sixty days or such longer period,as the National Council may deem fit but not exceeding one hundred twenty days,and during that period,no other institution shall be entitled to be registered with that name.
  • The National Council shall reject an application by an institution,which fails to comply with sub-regulation.
  • An institution applying to be registered,as a university shall,at the beginning ,within or after its proposed name,include the word“university”.
  • Any other institution applying to offer higher education shall include at thebeginning,within or at the end of its proposed name,the type of higher education it wishes to offer.
  • The National Council shall not reserve a name or register an institution whose proposed name bears two or more words similar other name of another institution previously registered.
  • If,in advertently or otherwise,an institution on its first registration or on its subsequent registration by a new name is registered by a name,which in the opinion of National Council,is too identical to the name of another institution previously registered,the first mentioned institution shall change its name with the approval of the National Council.
  • If the National Council directs an institution to change its name in compliance with sub-regulation(2),such change shall be effected within forty-five days from the date of the direction or such longer period as the National Council may deem fit.
  • If an institution fails to comply with a direction under sub-regulation
  • Such institution is liable to a fine of not less than ten currency points for every day during which the non-compliance continues.
  • A change of name of an institution in this regulation shall not affect any rights and obligations of the institution or render defective any legal proceedings by or against the institution and any legal proceedings that may have been commenced against the institution in its former name may be commenced in its new name.
