Apply In-Person:
- An applicant for a university to be granted a charter or University desiring to qualify to offer quality higher education in order to be recognized globally, shall make a written application to the National Council for higher Education.Visit their website on the following Link
- The Act states that any Private University, being a holder of a provisional license, and having been a holder for not less than three years may apply to the National Council for the grant of a Charter and accreditation.
- This can be done by visiting the National Council for Higher Education Offices and obtaining an Application Form for charter certificate for private university.
- Pick the application form for the grant of a university Charter , in addition to any other details that the National Council may in each case specify, attach the required documents as indicated in the sections of procedure of required document.
- An application for a charter certificate shall be in Form 6 and shall be accompanied by the prescribed fee of 10,000,000 Ugshs.
- You will be required to pay the appropriate application fees above and submit or attach the payment receipt on the application form.
- The National council for Higher Education Board on receipt of the application form shall evaluate it. In case it satisfies the National Council as to the progress of the Private University and if it is in conformity with the prescribed institutional standards, the National Council shall appoint an Inspection Committee to inquire into the academic, administrative and social affairs of the Private University.
- If after consideration of the report of the Inspection Committee and other relevant matter, the National Council is satisfied as to the status of the institution, then under subsection (3) it shall recommend to the Minister that the University be accredited.
- However, if after consideration of the report of the Inspection Committee and any other relevant matter, the National Council is not satisfied with the findings, the National Council shall inform the University and the Minister about the shortfalls in its expectations and give reasons for not recommending the granting of a Charter.
- The Act further provides that the Inspection Committee shall submit to the National Council a report on the Private University within a period of six months from the date of its appointment.
- The Minister within three months from the date of the recommendation submit the application and the recommendation to the President. The President shall grant a Charter in the form submitted by the applicant with the application to the relevant University and as soon as is practicable, by legal notice publish the Charter in the Gazette and public print media.
Note: The publication of a Charter means that the Private University shall be an accredited university.

- The name or names of the promoters of the University;
- The vision, mission, objectives and philosophy for which the University is to be established;
- The proposed governance structure of the University;
- The proposal human resources that will be required to operate the University.
- The expected source of financial resources;
- The time table indicating the steps proposed to be taken towards the realization of the objectives of the university.
- All information required for application of a provisional license;
- a draft Charter;
- a list and academic qualifications of the academic staff and senior administrative staff on full-time employment of the Private University;
- a list of the total number of students that have to be enrolled in each program of instruction being offered at the Private University;
- Library facilities, including the size, quality and equipment provided in each program of instruction by the library;
- a statement of the financial resources available for the exclusive use of the University, certified by a qualified accountant;
- an inventory of the physical facilities, including land, available for the exclusive use of the University;

- Any person intending or proposing to establish and operate a private University in Uganda and a holder of a provision license for not less than three years is eligible for a grant of a university charter and accreditation.

Information which might helpEdit
- The Minister may by statutory instrument, on the recommendation of the National Council and by resolution of Parliament, establish a Public University.
- The National Council shall within thirty days of the publication of the statutory instrument in the Gazette register the Public University established under subsection (1).
- The National Council shall ensure that the University Council for the University established under subsection (1) is constituted within six months of establishing the University.
