In order to apply for wetland Resource Use Permit in Uganda applicants must go through the following:

  1. Fill the application form (Form A) or apply directly to the executive director for a permit in Form A
  2. Attach all the required documents including the following:-
    1. Approval/ disapproval of District Environment Committee.
    2. Attach a map and detailed information showing area directly or indirectly affected by proposed activity
    3. Comments and report of the LC 1 Secretary for Production and Environment Protection.
    4. Executive Summary of environmental impact statement (please attach where necessary).
    5. Any other information that may support your documents
  3. After an applicant has successfully filled and completed the application form, attach proof of payment as prescribed on the application form.
  4. Submit the application form with the required documents to the executive director National Environment Management Authority or forward it to:
    The Executive Director,
    National Environment Management Authority.
    P. O. BOX 22255 Kampala, Uganda.
    The application form should be in duplicate.
  5. The executive Director after receiving the application shall refer the application in consultation with the environment officer to a designated environment Committee for further consideration and comments.
  6. Once the lead agency and wetland resource committee are satisfied with the documentation then the application is approved and assigned a registration permit number.
  7. The executive director may issue a permit in Form B specified in the First Schedule permitting the use of wetland resources.

Note: Where the executive director rejects an application made by the applicant under regulation 12(2), the executive director shall—

  • state reasons, in writing, to the applicant; and
  • give the applicant the right to be heard either orally or in writing or both.

InstructionsEdit

  • It is implied in any permit issued under the Regulations that the holder of any permit shall—
  1. not substantially affect hydrological and ecological characteristics of the wetland beyond the terms and conditions contained in the permit;
  2. keep and maintain the margins of the wetland for purposes of bilharzia and malaria control;
  3. not assign the permit to any other person without the consent of the executive director; and
  4. within one year after the expiration or revocation of the permit, remove or restore the wetland to as near as possible the state it was immediately before the commencement of the permitted activities.
  • Subject to the Regulations, a person shall not carry out any activity in a wetland without a permit issued by the executive director.
  • The executive director may, at any time, after consultation with the lead agency, revoke a permit granted, if the applicant is not satisfied that the conditions of the grant of the permit have not been complied with or that the continued use of the wetland is likely to be injurious to the community and the environment.
