  1. The first thing you should do is to ensure that all second hand clothes to be imported meet Ugandan standards as prescribed by Uganda National Bureau of Standards.
  2. The second thing you should do is to send information to the supplier clear describing the following:
    • Good description
    • Technical specifications
    • Quantity
    • Price
    • Delivery period
    • Regulatory requirements
  3. Confirm that the goods are not on the prohibited list.
  4. Check to make sure that the goods do not attract anti-dumping duties.
  5. Determine the cost, organize funding, and obtain advice from your bank.
  6. Discuss with the supplier, sign a contract and make payment as agreed.Before the second hand clothes get in the country you should:
  7. Obtain the commercial invoice, packing list bill of lading, certificate of conformity.
  8. You can do it yourself or Appoint a clearing agent who will compute the customs duty, transport charges and advice you accordingly
  9. Obtain the relevant quality certificates and When the goods arrive, you should do the following:
  10. Make an application for License to import second had clothes this should be made to the Uganda Revenue Authority in the form prescribed by the Authorities.
  11. contact Uganda Revenue authority with all your import documentation/Tax Invoices of your goods so that the Authority can value your CIF (Cost, Insurance and Freight) of the second hand clothes.
  12. Declare your consignment by submitting the form to the customs Department of Uganda Revenue Authority at the point of entry.
    • For customs declaration the importer must have import documentation/Tax Invoices and packing list in addition to the customs declaration form
  13. The Licensing authority may deem necessary to inspect the second hand clothes to verify the relevancy and compliance with the set rule and regulation by the Commissioner Domestic tax.
  14. The Authority shall not issue import license referred to in ordinance unless the applicant has submitted a full of imported goods as proof that the product meets the required standards set out in ordinance.
  15. Pay relevant fees, depending on the requirements from officers from Uganda Revenue Authority and attach a copy of the pay slip from the Bank on the application.
  16. Submit the application along with all required documents, to the Commissioner domestic Tax Uganda Revnue Authority duly completed and signed by the applicant. A release order shall be issued.
  17. Once approved by the Commissioner domestic Tax shall issue an import License for second hand clothes to the applicant.
