Procedure

1. To apply for a Hydraulic Construction permit an applicant shall apply to the Director of Water Development in the prescribed form, complete and submit application form .
2. This form can be obtained by visiting the National Environment Management Authority:National Environment Management Authority
3. After filling the application, the required documents and the application form should be submitted to the NEMA office or you can forwarded them to the:-

   Executive Director,
   

   National Environment Management Authority,
   

   P. O. Box 22255
   

   Kampala, Uganda.
   

4. You are to submit the application documents with all the required documents.These documents include:
   
   1. Approval/ disapproval of District Environment Committee.
   2. Attach a map and detailed information showing area directly or indirectly affected by proposed activity.
   3. Comments of the LC 1 Secretary for Production and Environment Protection.
   4. Executive Summary of environmental impact statement (please attach where necessary
   5. Any other information.
      
      
5. You are also to proceed to pay the prescribed application fees and submit the payment receipt together with the application documents. An application fee free of charged for the process.
6. A processing time of 14 days is needed to complete the processing of the Hydraulic Construction permit
7. On receiving the application, the Executive Director may issue Hydraulic Construction permit after taking any objections into consideration, on such terms and conditions as may be contained in the license.
8. The executive Director may decide to contact the applicant through a phone call or Email to collect the new license at the NEMA offices.
9. You will be required to carry your identification documents when collecting your new license.

• Information on the hydraulic construction.

• The Rules do not make detailed provision on the permit application process particularly in terms of processing time lines.
• This exposes the licensing process to inefficiency. In addition, all permits are issued in Kampala, which adds to the challenge of inefficiency.
• Efforts are currently being made to decentralize the operations of the water authority to enable the issuance of permits in the regions.
