Procedure

Apply In-Person

1. Application for container petroleum spirit License is issued for the storage of petroleum spirit in containers of an individual capacity not exceeding fifty gallons and is done in person by visiting ministry of energy and mineral development.Visit their website on the following link
   • The Petroleum (Spirit) (Licensing, Testing and Possession) Rules states that, subject to the Rules, petroleum spirit shall not be kept unless a license is in force under the provisions of the Rules authorizing the keeping of the petroleum spirit and the petroleum spirit is kept in accordance with the conditions of the license.
2. Here you will be issued with an Application form for a container petroleum spirit license issued for the storage of petroleum spirit gallons license to fill and submit.
3. Fill in the required information properly and attach the required documents to the application before.
4. Submit the completed application form and pay the required application fee of Ugsh. 207,490 and submit the receipt as proof of payment.
5. This is followed by verification of container petroleum spirit storage by the Licensing officer from the licensing Authority.
6. Recommendations based in findings of the investigation will be made to the Ministry of energy and mineral development for the final approval.
7. At this point, the applicant is notified if the applicant has been successfully accepted to licensing authority or which rectifications have to be made in order for container petroleum storage to be licensed.
8. Upon a successful approval, the applicant is notified and he/she will be required to pay the license fee to the licensing Authority and submit the receipt as proof of payment.
9. Once the licensing process is done and a licensing authority is satisfied then a container petroleum spirit License shall be issued to the applicant after a period of 7 days from the time of submission.

Note1 if the plans,descriptions or other information furnished under the Rules that the manner of storage of the petroleum spirit proposed by an applicant for a license is not safe and suitable,the authority may refuse to grant to the applicant a license until all the discrepancies are ratified by the applicant.
Note 2 The licensing authority are empowered to grant licenses under the provisions of the Following Rules:

• in the case of licensed premises in a municipality, the municipal council;
• in the case of licensed premises in a town, the town council; and
• in any other case, the administration of a district.

Required Documents

• Duly filled application form is required to process a container petroleum spirit License.
• A Licensed for container storage of petroleum spirit should be in place.
• Location where container petroleum storage is Located is required in order to get this license .
• Proof of payment of container petroleum storage fees should be available.
• Any other requirements that may be prescribed by the licensing authority from time to time

Eligibility

• Any applicant for any of the container petroleum spirit operating licenses above shall be a body corporate.
• A company that has been registered in Uganda.

Fees

• The License fees required for this type of License is USh. 207,490

Validity

• The Validity period for container petroleum spirit License is one year before renewal is done.

• All applicants who wish to store petroleum in container tank must register with Ministry of Energy and Mineral Development , and be familiar with the rules relating to container storage of petroleum spirit in Uganda

Required Information

• Name,address and nationality of the applicant.(If body corporate, provide the corporate name, registered office address and place of incorporation).
• Tax Identification Number /VAT Registration Certificate.
• Corporate status of ownership (sole proprietorship,partnership,unincorporated business, incorporated private/public company,association or a co-operative)
• If the body corporate is incorporated outside Uganda, proof of establishment of the place of business in Uganda and registration as a foreign company in accord.
• Proposed location of project(District, county,sub county,parish and village)
• Size of Plot (in Hectares)on which the facility is to be constructed.
• Expected date of commencement of construction.
• Estimated date of completion of the project.
• Name,address and qualifications of the potential principle contractors and supervisors to be employed for the project or company to undertake the construction/modification.
• Proof or commitment of insurance for protection against third party liability,and other construction liabilities.
• Description of the project and amount of investment capital, supported by a Bank Reference Letter.
• Description of safety programmes,equipment and plans for protection of occupation health, industrial safety and environment during regular construction operation as well as contingency plans for accidents, natural disasters and emergencies.
• Any other additional information considered relevant to this application

Need for the Document

• This document authorize a person to keep the petroleum spirit in accordance with the conditions of the license.
• A person shall not store petroleum spirit unless with permission from the commissioner for petroleum.

Information which might help

Every license shall come into force on the date of issue or renewal specified in it and shall expire, unless earlier revoked under these Rules, on the 31st December next following the date so specified.

• A fee shall be paid to the licensing authority in accordance with the scale set out in in the Rules
