Apply In-Person

1. Application for bulk storage petroleum License is issued for the storage of petroleum spirit in bulky in accordance with the conditions of the license.Visit their website on the following Link
   • The bulky Petroleum spirit shall not be kept unless a bulk storage license is issued for the bulk storage of petroleum spirit is in force under the provisions of the Rules authorizing the keeping of the bulk petroleum spirit is in force.
2. Here you will be issued with an Application form for bulk petroleum license issued for the storage of petroleum, fill and submit.
3. Fill in the required information properly and attach the required documents to the application before.
4. Submit the completed application form and pay the required application fee of Ugsh. 1,157,495 and submit the receipt as proof of payment.
5. This is followed by verification of bulk petroleum storage tank by the Licensing officer from the licensing Authority.
6. Recommendations based in findings of the investigation will be made to the Ministry of energy and mineral development for the final approval.
7. At this point, the applicant is notified if the applicant has been successfully accepted to licensing authority or which rectifications have to be made in order for bulk petroleum storage to be licensed.
8. Upon a successful approval, the applicant is notified and he/she will be required to pay the license fee to the licensing Authority and submit the receipt as proof of payment.
9. Once the licensing process is done and a licensing authority is satisfied from the plans,descriptions or other information furnished under the Rules that the manner of bulk petroleum storage of the petroleum spirit proposed by an applicant for a license is safe and suitable,it may grant to the applicant a license of the kind applied for.

Required Documents

• Duly filled application form is required to process for this License.
• A Licensed for storage of petroleum should be in place for bulk storage license to be issued.
• Location where bulk petroleum storage is Located should be indicated on the application form.
• Proof of payment of bulk petroleum storage fees should be attached on the application form.
• Any other requirements that may be prescribed by the licensing authority from time to time

Eligibility

• Any applicant for any of the underground petroleum tank operating licenses above shall be a body corporate.
• A company that has been registered in Uganda.

Fees

• The License fees required for bulk storage petroleum license is USh. 1,157,495

Validity

• The License is Valid for a period of one year before a renewal is done

Instructions

• All applicants who wish to store or keep bulk petroleum spirit must register with Ministry of Energy and Mineral Development , and be familiar with the rules relating to storage or keeping of the petroleum spirit in Uganda.

Required Information

• Name,address and nationality of the applicant. (If body corporate, provide the corporate name, registered office address and place of incorporation).
• Tax Identification Number /VAT Registration Certificate.
• Corporate status of ownership (sole proprietorship, partnership, unincorporated business, incorporated private/public company, association or a co-operative)
• If the body corporate is incorporated outside Uganda, proof of establishment of the place of business in Uganda and registration as a foreign company in accord.
• Proposed location of project (District, county, sub county, parish and village)
• Size of Plot (in Hectares) on which the facility is to be constructed.
• Expected date of commencement of construction.
• Estimated date of completion of the project.
• Name,address and qualifications of the potential principle contractors and supervisors to be employed for the project or company to undertake the construction/modification.
• Proof or commitment of insurance for protection against third party liability, and other construction liabilities.
• Description of the project and amount of investment capital,supported by a Bank Reference Letter.
• Description of safety programmes, equipment and plans for protection of occupation health, industrial safety and environment during regular construction operation as well as contingency plans for accidents, natural disasters and emergencies.
• Any other additional information considered relevant to this application.

Need for the Document

• This document authorize a person to store bulk petroleum spirit in accordance with the conditions of the license.
• A person shall not store bulk petroleum spirit unless with permission from the commissioner for petroleum

Information which might help

• The licensing authority empowered to grant licenses under the provisions of the Rules shall be:

• in the case of licensed premises in a municipality, the municipal council;
• in the case of licensed premises in a town, the town council; and
• in any other case, the administration of a district.

• The Rules, every license shall come into force on the date of issue or renewal specified in it and shall expire, unless earlier revoked under these Rules, on the 31st December next following the date so specified.
• Every license shall be in the form contained in the Third Schedule to the Rules and shall, in the case of a bulk storage license, be subject to the conditions contained in the annexure to these Rules.
• The Rules states that, in respect of every license granted or renewed under these Rules, a fee shall be paid to the licensing authority in accordance with the scale set out in the Sixth Schedule to the Rules.
