Apply In-PersonEdit
- The first step apply for Airline Transport Pilot License (ATPL), is to visit the Personnel License (PEL) Office to have an eligibility check by the UCAA Personnel officials.
- If you pass all the eligibility requirements you will be allowed to book and sit the composite conversion exam. The eligibility criteria has been mentioned in the Eligibility section of this procedure.
- Pay, book and sit for the ATPL composite examinations and after passing the exams you can go ahead and make an official application for the validation certificate.
- A fee of Ugsh.200,000 is charges to sit for the conversion examinations
- This is done by completing and submit the prescribed Application form for Airline Transport Pilot License (ATPL) Form O-PEL004.
- This form can be obtained by visiting the Uganda Civil Aviation Authority office at Entebbe or by downloading it from their UCAA website. UCAA Website
- After filling the application documents you are required to submit them to the Authority’s Personnel Office or you can forwarded them to the:-

- Kampala, Uganda,
- You are required to submit them together with all the required documents. These documents include:-
- Aeronautical Experience form for the license being applied for.
- Summary Form
- Application form for English Language Proficiency endorsement
- Application form for flight Radio Telephony Operators’ License
- Copy of the foreign license and relevant Uganda medical certificate
- Logbook and copies of its last two pages for the licensing file.
- Certified copy of ID or passport.
- Submit four photographs - full face (2cm by 2.5cm);
- Letter of verification from the issuing authority of the pilot’s license (PEL will contact the issuing authority to get this)
- Logbook evidence, which must be sent either as: original logbooks (preferred), and copies of your logbook pages
- An English translation of the foreign license if it is in the foreign language translation; certified by a sworn translator and both must be signed by an official or representative of the foreign authority that issued the license.
- You are also to proceed to pay the prescribed application fees and submit the payment receipt to together with the application documents.
- An application fee of USh. 100,000 is charged for the process.
- A processing time of 2-3 weeks is needed to complete the application process so as to obtain the validation certificate for the Airline Transport Pilot License (ATPL), after which you will be contacted through a phone call to collect your new license at the UCAA offices.
- You will be required to carry your identification documents when collecting your new license.

EligibilityEdit
- Be at least twenty-one (21) years of age.
- The applicant must hold a current and valid Instrument Rating for ATPL.
- A valid, relevant medical certificate from a Ugandan designated medical examiner.
- Hold a valid and current Commercial Pilot Licence (CPL)and an instrument rating.
- Proof of the English language proficiency.
- The military experience is requirements in order to qualify for a CPL, and an instrument rating if the person is a rated military pilot or former rated military pilot.
- The Applicant must be a hold of either a foreign ATPL or a foreign CPL and an instrument rating issued by another Contracting State.
- Any class or type ratings you intend to fly must be current and valid.
- The applicable aeronautical experience requirements for each license being sought.
- Results of a passed composite conversion exam for the license being applied for.
- The required flying experience as substantiated by the flying logbook.
- Pass the practical test on the applicable areas of operation that apply to the aircraft category and class rating sought.

ValidityEdit
- The Authority may issue a Validation certificate for 12 months for holder who is less than 40 years and for 6 months for holder who is forty years of age or more.
- The Authority may issue a validation certificate which shall be valid for one year, provided the foreign license, ratings and the medical certificate remain valid.
- The Flight Engineers’ License validity depends on the medical certificate held by the engineer this may be a six, twelve or twenty four month period.

InstructionsEdit
- A holder of a licence shall not exercise the privileges granted by that licence or by related ratings, unless the holder maintains competency and meets the requirements for recent experience established by the Authority.
- When a holder of ATPL for aeroplane and helicopter has passed his or her 40th birthday, the twelve-month interval period specified in sub-regulation (6) shall be reduced to six months.
- A licence or certificate issued by the Authority shall not be valid unless the holder of the licence or certificate has signed his name on the licence or certificate in ink with the holder’s ordinary signature.
