Uganda - Apply for Agricultural Air Operator Certificate
ProcedureEdit
- An applicant for an agricultural air operator certificate shall complete and submit an application form prescribed by the Authority.
- Fill the application and attach the required documents accompanied by the following documents before submission.
- a current Uganda private pilot Licence (PPL),
- commercial pilot Licence (CPL) or
- airline transport pilot Licence (ATPL);
- Certified and airworthy aircraft, equipped for agricultural operation.
- Air service Licence issued under the Civil Aviation (Licensing of Air Services) Regulations.(for commercial AAOC)
- Proof of satisfactory knowledge and skill before starting operation of the Agriculture aircraft.
- Knowledge and report of a surveyed of the area to be worked on.
- Mechanism of safe handling of economic poisons and the proper disposal of used containers for those poisons;
- Knowledge report of the general effects of general of economic poisons and agricultural chemicals on plants, animals and persons and the precautions to be observed in using poisons and chemicals;
- Knowledge report on the primary symptoms of poisoning of persons from economic poisons, the appropriate emergency measures to be taken and the location of poison control centers;
- Knowledge of performance capabilities and operating limitations of the aircraft to be used;
- Knowledge of safe flight and application procedures.
- Pay the subscribed fees and submit the application to the Authority.
- The Authority may issue an agricultural air operator certificate (AAOC) if an applicant meets the requirements as indicated on the application form.
- A holder of an agricultural air operator certificate shall ensure that each person used in the holder’s agricultural aircraft operation is informed of his or her duties and responsibilities for the operation.
Note:
A person shall not supervise an agricultural air operation unless the person has met the knowledge and skill requirements specified by the Authority.
Required DocumentsEdit
Private applicant
- Hold a current Uganda private pilot license (PPL), commercial pilot license (CPL) or airline transport pilot license (ATPL).
- Be properly rated for the aircraft to be used.
- Not conduct operations for hire or reward but only for private Agricultural air operations.
Commercial applicant
- Have available the services of at least one pilot who holds a current CPL or ATPL issued by the Authority and who is properly rated for the aircraft to be used.
- Possess an air service license issued under the Civil Aviation (Licensing of Air services) Regulations.
- The applicant for a private or commercial agricultural air operator certificate shall have one or more certified and airworthy aircraft, equipped for agricultural operation.
- The applicant for AAOC shall show that he or she has satisfactory knowledge and skill of the following agricultural aircraft operations.

EligibilityEdit
The applicant for AAOC shall show that he or she has satisfactory knowledge and skill of the following agricultural aircraft operations knowledge—
- steps to be taken before starting operations, including a survey of the area to be worked;
- safe handling of economic poisons and the proper disposal of used containers for those poisons;
- the general effects of economic poisons and agricultural chemicals on plants, animals and persons and the precautions to be observed in using poisons and chemicals;
- primary symptoms of poisoning of persons from economic poisons, the appropriate emergency measures to be taken and the location of poison control centres;
- performance capabilities and operating limitations of the aircraft to be used; and
- safe flight and application procedures;
A private AAOC applicant shall be eligible if
- A holder of a current Uganda private pilot Licence (PPL), commercial pilot Licence (CPL) or airline transport pilot Licence (ATPL);
- be properly rated for the aircraft to be used;
- not conduct operations for hire or reward.
A commercial AAOC applicant shall— Certification requirement
- have available the services of at least one pilot who holds a current CPL or ATPL issued by the Authority and who is properly rated for the aircraft to be used;
- possess an air service Licence issued under the Civil Aviation (Licensing of Air Services) Regulations.
- The applicant for a private or commercial agricultural air operator certificate shall have one or more certified and airworthy aircraft, equipped for agricultural operation.

Application Fees: Nil
License $500 plus VAT per Annum
ValidityEdit
Validity: 1 Year An agricultural air operator certificate (AAOC) shall be valid for 12 months from the date of issue or renewal, unless—
- a shorter period is specified by the Authority;
- the Authority amends, suspends, revokes or otherwise terminates the certificate;
- the AAOC holder surrenders it to the Authority; or
- the AAOC holder suspends operations for more than one hundred eighty continuous days.

InstructionsEdit
- a person shall not conduct agricultural air operations without or in violation of, an agricultural air operator certificate issued under the Regulations.
- An operator that complies with the regulation when conducting agricultural air operations using a rotorcraft with external dispensing equipment shall not require a rotorcraft external-load operator certificate issued, except when dispensing water on forest fires.
- The holder of an AAOC that is suspended or revoked shall return it to the Authority.
- Where the holder of a certificate issued under these Regulations permits any aircraft owned or leased by that holder to be engaged in any operation that the certificate holder knows to be in violation of any laws of Uganda pertaining to drug trafficking, the Authority shall suspend or revoke the certificate.
- A person shall not operate an agricultural aircraft unless each of the following documents are carried on that aircraft—
- a copy of agricultural air operator certificate (AAOC) certified by the Authority;
- Certificate of registration; and
- Certificate of airworthiness.
- A holder of a private agricultural air operator certificate shall not conduct an agricultural air operation—
- for compensation or hire;
- over a congested area; or
- over any property unless the person is the owner or lessee of the property, or has ownership or other property interest in the crop located on that property

Information which might helpEdit
- A holder of a commercial pilot’s Licence engaged by an agricultural air operator certificate need not hold a valid instrument rating whilst conducting aerial work operations related to agriculture, horticulture or forest preservation.
- A holder of an AAOC shall display the certificate at the home base of operations, to the public at all times and shall present it for inspection on the request of the Authority or any person authorised by the Authority.
- Where the documents specified in sub-regulation (1) are not carried in the aircraft, they shall be kept available for inspection at the base from which the dispensing operation is conducted
