Apply In-Person

  1. In order to apply for Advocate Special Practicing certificate, the applicant has to apply in person the Registrar at Uganda law council.
  2. Submit a filled application form along with the required documents to the Registrar Uganda law council and the application form should be submitted to the Uganda Law Council or you can forwarded them to the:-
    The Register
    Uganda Law Council,
    Address: P. O. Box 7183,
    Kampala, Uganda.
  3. You are required to submit the application with all the required documents.These documents include:
    1. Attach a copy of application form to Registrar Uganda Law Council.
    2. Proof of payment of subscription fee Uganda Law Society
    3. Recommendation from a Senior Practicing Advocate.
    4. Certificate of Registration as enrolled Advocate.
    5. Completed filled up form of profession Good conduct attach all requirements thereon.
    6. Receipt for proof of payment of prescribed fees.
    7. Bank statement.
    8. Payment of license fees.
    9. Passport photographs (2 copies)
    10. Certificate of no objection from Uganda Law society.
  4. The registrar and Authorities after checking the attached documents and details submitted will make entries and provide you record number for reference.
  5. You are also to proceed to pay the prescribed Certificate fees as the Law Council may, by regulations, prescribe; and different fees may be prescribed for different categories of advocates.
  6. Submit the payment receipt together with the application documents. An application form is free charge.
  7. A processing time of 14 days is needed to complete the processing of the Advocate Special Practicing Certificate, after which you will be contacted through a phone call to collect your Practicing certificate at the Uganda Law Council offices.
  8. You will be required to carry your identification documents when collecting your Practicing Certificate, then the registrar shall issue a special practicing certificate.

Note:

  • Any advocate not in possession of a valid practicing certificate or whose certificate has been suspended or cancelled and practices as an advocate, commits professional misconduct and the Law Council or any person may make a complaint to the Disciplinary Committee in respect of the misconduct.
  • According to Advocate regulations Act every advocate who has in force a practicing certificate may practice as such in the High Court or in any court subordinate to the High Court.
  • Any person aggrieved by the decision of the Law Council on enrolment, may, within 30 days from the notification of the decision of the Law Council, apply to the High Court for a review.

EligibilityEdit

  • is the holder of a degree in law granted by a university in Uganda;or
  • is a Uganda citizen and
  • a holder of a degree in law obtained from a university or other institution recognized by the Law Council in a country operating the common law system; or
  • has been enrolled as a legal practitioner by whatever name called, in any country operating the common law system and designated by the Law Council by regulations; or
  • Holds a qualification that would qualify him or her to be enrolled in any country operating the common law system and designated by the Law Council by regulations

The validity period of this advocate special practicing certificate is 1 year (every 31st December of each year).

InstructionsEdit

The registrar shall refuse to issue or renew a practicing certificate of any advocate who, on the date of his or her application for the certificate;

  • is an undischarged bankrupt or in respect of whom a receiving order in bankruptcy is in force
  • is a person adjudged to be of unsound mind under the Mental Treatment Act.
  • has not paid any fine or costs awarded against him or her under this Act.
  • has not satisfied any regulations made by the Law Council with regard to the annual submission of his or her accounts.
  • has not paid his or her subscription as a member of the Uganda Law Society for the current year.
  • is serving the Government under a contract, and the period of the contract has not yet expired.
  • Any person eligible to have his or her name entered on the Roll may make application to the Law Council.
  • Any applicant who has not practiced for a minimum period of one year, that person shall not be eligible to have his or her name entered on the Roll unless he or she has complied with such requirements, whether relating to instruction, examination or otherwise, as to the acquisition of professional skill and experience, as may be specified in regulations made by the Law Council.
