Apply In-Person:
- In order to start a college (private educational institute), one has to register a trust or a society or a private limited company or a partnership company or a one person company or a section 8 company. Please follow the below links for respective registration procedures.
Steps for Registration
- The application for licence (for existing one) or permit to open a college arises based on the government announcement to open a new college in the rerspective zone or as per the interest of an individual to open a one.
- The higher education department of the respective state government announces the intimation of opening a new college / colleges as per the requirement.
- Based on the announcement or as per the intention, the interested applicant shall apply for licence or permit to open a new college.
- The applicant shall apply for “NOC” from the respective state higher education department for their land to construct the college. If the land has to be purchased from the Government, then the applicant should approach the office of their respective directorate of higher education to get the “Essentiality Certificate (EC)”.

- Please go to the respective office and meet the authorities to know the applying process and get the “NOC” and the “Essentiality Certificate (EC)” as per requirement. In the same office, please collect the application form to apply for this procedure.
- Once the “Essentiality Certificate (EC)” is in hand, please get the building certificate/licence (the requirement may be for a new building or for an existing building).
- To obtain the building certificate / licence, the applicant shall approach their respective local administration office and apply with the planning department for construction of a new building or apply with the engineering department for the existing building for respective certificate/licence and then get the construction / building approval from the concerned tahsildar or the designated authority.

- Please hire the required staffs and make proper “Employee’s Provident Fund - EPF” and “Employee’s State Insurance Corporation - ESIC” registration.
- Once the above steps are completed, the process of applying for affiliation must be initiated according to the bye-laws of the board to which the application is to be made.
- Now complete the application form. Attach all the required documents as per the “Required Documents” section (under “Set of documents for registration”) of this page. Make an additional duplicate set of your application for future referral at the time of inspection or in case of any cross verification requirements.
- The applicants should enclose the following fees/charges by means of a demand draft for the application, registration, processing and inspection for the advised amount. Please refer the “Fees” section of this page for more details.
- Please go to the office of the respective directorate of higher education and submit the application set to the designated authority to make sure that the application and documents are in order. Please follow the authority’s guidelines. The concerned authority will check the submitted application and document set.
- If all the documents are in place, this application shall be sent by post to the designated office (usually the office of the director of the concerned higher education) as per the authorities advice. Please refer the “Office Locations & Contacts” of this page for contact details.
- Please keep the postal department’s challan as proof for submitting this application. An acknowledgement for the delivery of your application set will be delivered to your address. Please keep it safe for future reference.
- This application will be processed further.
- ”SMS” triggered update on application status will be sent to the applicant’s mobile.
- Applicant gets notification from the department about the inspection.
- On a scheduled date, the inspection will be carried out by an inspection committee of the respective board.
- On successful completion of the inspection and other process, the inspection team will forward their recommendations to the board.
- The information pertaining to inspection of the College will be placed in the website of the respective council of higher education.
- The applicant shall follow the department’s notification.
- Based on the recommendation and other relevant process, the board will sanction provisional affiliation. This will be communicated through a letter via post or as per the norms.
- Once the letter is received, please visit the notified office as per the letter notification and follow their guidelines. The applicant shall make necessary deposits and payments as guided to get the approval.
- The certificate will be hand delivered or sent through post to the address mentioned while applying or issued as per applicable norms.
Steps to Obtain Affiliation
- Having registered, the educational institution shall approach the university concerned to obtain affiliation for the college.
- Please get to know the closing date for acceptance of application for affiliation from the concerned university.
- Please go to the respective university as applicable.
- On reaching the office, please consult with the designated authority to know the application procedure. Please collect the application form or write on a plain A4 sheet as advised.
- Complete the application form. Attach all the required documents as per the “Required Documents” section (under “Set of documents for affiliation”) of this page and submit it to the designated receiving authority.
- The concerned authority will check the submitted application and document set. If all the documents are in place, the application will be accepted. The authority will issue an acknowledgement receipt for the submission of application. Please keep it safe for future reference.
- This application will be processed further. The applicant will get notification about the next set of activities. ”SMS” triggered update on application status will be sent to the applicant’s mobile.
- An affiliation committee will be sent to the institution to verify the facts.
- On a scheduled date, the affiliation committee will visit the premises for inspection. The inspection and verification of applicable documents in original, Infrastructure and facility of the institution along with the hired staff will be conducted.
- Once the inspection is complete, the institute will get remarks about shortfall or noncompliance from the affiliation committee. Please do the necessary changes as applicable.
- The affiliation committee’s recommendation after the inspection and verification along with internal processing is considered vital to grant affiliation.
- ”SMS” triggered update on application status will be sent to the applicant’s mobile.
- Applicant gets notification from the respective university. Please follow the notification to complete the requirement to get affiliated.
- The certificate of affiliation will be hand delivered or sent through post to the address mentioned while applying or issued as per applicable norms.
- Note:
- The name and address of the applicant has to be mentioned on the reverse of the demand draft.

- Certificate from the concerned tahsildar/the concerned authority stating that the proposed/existing college building is located within the jurisdiction of the notified jurisdiction/mandal.

- A letter from the bank manager addressed to the secretary or the designated authority of the respective state board of higher education
- Registered ownership / lease deed documents in support of possession of building accommodation for the college in the name of applicant
- Registered ownership document for the required extent of land in the name of the applicant
- Attested copy of registration of society / trust/ company (memorandum / rules & regulation / resolution)
- Attested copy of registration of college/institution
- Proposed degree-wise students strength on the original letter-head
- Proposed degree-wise fee & funds on the original letter-head
- Staff statement, salary statement, agreements and appointments of staff on the original letter-head
- Affidavit in original
- Pledge money as per college / education type and student's strength (in the form of fixed deposit or bank guarantee not less than a period of 3-years or as per the advised time period) as per requirement
- Building safety certificate
- Certificate of fire safety
- Certificate of hygienic

EligibilityEdit
- A registered trust or society or a private limited company or a partnership company or a one person company or a section 8 company is eligible to apply for this procedure.
- The land requirement as stated below is mandatory. But, the requirement may change with respect to the type of institution to apply for this procedure.
- Please follow your state higher education board norms for land requirement for your college / institution type.

- For technical institutions (all India council for technical education – AICTE).
- In case of urban areas – 1.5 acres of land.
- In case of rural areas – 7.5 acre of land.
- An application for recognition of a private educational institution shall be made to the prescribed authority on or before the fixed end date of the academic year (means a period of twelve months beginning from 1st day of June and ending with the 31st day of May of the next calendar year) in which the institution starts functioning.
FeesEdit
- Application fee – through demand draft / challan for the advised amount as per the type of college and as per the state norms.
- Registration, processing and inspection fee - A demand draft / challan as per the advised amount.
- Demand draft or challan drawn on any Nationalised / Scheduled / Regional Rural Bank in favour of the respective department as notified.
- The applicant should deposit the corpus fund as advised.
- The FDR for the advised amount need to be made.
- NOTE:
- Based on the student’s strength, the fee requirement may vary.
- Applicant shall get the fee detail from the department of higher education office.
- The name and address of the applicant has to be mentioned on the reverse of the demand draft.
ValidityEdit
- The approval granted shall be valid for seven years or as per the period granted by the respective state.
- The permission granted by respective state higher education lapses, if the applicant fails to start functioning within the stipulated time line. Please follow the authorities guidelines to the timeline in detail.

- The colleges located along the main road in urban areas shall be required to provide parking area to an extent of 20% or as per the state norms of the built up area.
- Such parking area should be provided either in the college premises or within a distance of 100 meters thereof.
- Please maintain high standards of hygiene to avoid spread of infections and diseases.
- Please follow the guidelines fixed by your state for size of the premises and zones meant for starting a college/institution.
- There will be sudden check by the civic agencies, education department and fire and safety authorities.
- Do not submit fake documents as a proof to get registered.
- Incomplete application will be rejected.
- Avoid spelling mistakes while filling the application form.
- Applicant will be penalized if any information provided by the applicant while applying for this registration is found false or incorrect.
