To Change Address in vehicle registration certificate in Telangana the applicant has to approach the RTO office where the permit was obtained. Following link can provide you information related to the list of RTO office : Contact Link

Make sure that all the required documents are in hand.
Application forms can be obtained from the appropriate RTO offices that should be completed and presented with appropriate fees.
Please submit the forms at the right counter. The officer at the counter will start processing your application
Physical verification of vehicle for chassis number will be carried. After verifying the submitted documents, officials will make the changes respectively.
The change of address will be made on the RC.

Apply through State Portal

Application for changing address in the RC can be made through State Online Portal
Click on the “Click here to book online slot” option.
The applicant will be redirected to a new page.
Please click the “Change of Address” link that is displayed under the “Registration” section of the page.
Click on the “Slot Booking option” and follow the instruction on the page.
Finally clicking on the “I Agree” option.
In the next screen, please select Change of address option and answer yes or no for the query “Do you have original registration certificate” and click "ok". Upon selection a drop down window will be displayed.
In the next screen presented, fill in the mandatory details and request for OTP. Enter the Captcha.
In the next page, you have to choose the day and time that you are planning to visit the RTO office related to the application and click “Next” button that is displayed on the bottom of the screen.
Please follow the instructions that are displayed in the following pages for filling the application forms and making payments and uploading required documents.
Take printout of the application form including acknowledgement and go to RTO office before 11:30 a.m. on the date of appointment and Present the completed application forms along with required documents in one of the counters and pay the appropriate fees.

Apply Through T App Folio

Download the “T App Folio” app from the play store.
After installing register to get into the app.
Provide the contact number or email id necessary and register.
On the homepage click on the “Transport Department – RTA” icon.
Under the new page that is displayed, click on the “Driving License” icon.
Then click on the “Change of Address” option and follow the instruction shown on the screen.
Enter the details required in the application form, upload the files required and pay the fees.
Once these steps are completed click on the “Submit” button.
Payments can be made through UPI, Net Banking or credit/debit cards.
An official SMS will be sent to the registered mobile with the application number and other instructions.
The application status can be checked by clicking on the “My Transactions” option.

Valid Insurance Certificate.
Affidavit sworn by the applicant before an Executive or First Class Judicial Magistrate or Notary public.
No-objection Certificate from the Financier if the vehicle is covered by Hire purchase Agreement/Hypothecation/Lease.
Proof of changed address. ( Ration card / Voter ID / LIC Policy)
Payment of green tax wherever applicable.
Aadhaar card
Pollution under control certificate
School certificate / Birth certificate
