Apply Online

  1. To apply for a Higher Education student's loan Scheme (HESLS), eligible candidates have to apply online through the following link.
  2. Candidates can apply for loan by selecting “Apply for scheme”. Loan can only be applied for the academic year when the application window opens. This is usually between June to July or the information regarding this would-be provided in the HESLB web portal.
  3. The required application fee has to be paid through M-Pesa and the transaction ID generated has to be entered in the online system before printing the application form.
  4. All the guidelines and instructions have to be read through clearly before applying online.
  5. After applying through OLAMS, print out the application forms and Loan Agreement, obtain all the necessary authentications, sign the forms, attach necessary documents as mentioned in the “Required Documents” section below and submit to HESLB though Express mail service to:

  6. Make sure to maintain a copy of the application form and the receipt used for mailing the application for subsequent purposes of tracking the application form.
  7. The HESLB loan committee will shortlist the applicant and approved (successful) applicant will be listed and the names will be posted on the HESLB website and also be printed in the Local Media print, Approved student loans will be disbursed to directly to Higher Education Institutions Bank Accounts.
  8. If the student beneficiary reports to the institution regularly and clears all the examinations as per the institution's satisfaction, the money received from HESLB shall be reimbursed to the student’s bank account.


Applying for Appeals

  1. If the applicant is not satisfied with the Awarded Loan Amounts, he/she may appeal to the Board as instructed in the regulations of 2008.
  2. This appeal could be applied online through selection “Appeal for loan” option in the following Appeal Online.
  3. The required appeal fee has to be paid through M-Pesa and the transaction ID generated has to be entered in the online system before taking the printout.
  4. Printout of the filled form along with relevant documents have to be submitted respective institution.
  5. The loan officers shall the collect all appeals from the educational institutions and submit them with a properly signed covering letter to the Board.
  6. The list of the appellants should appear in the face of the letter and actual forms as appendices of the same. The Board will not accept any appeal that will be submitted directly to the Board by students.
  7. Appeals have to be submitted to the Board within 90 days, from the date of opening of the respective Higher Education Institution.

FeesEdit

  • Applicants must pay a non-refundable, one-off application fee of TZS 30,000.00 through GePG vide NMB, CRDB, TPB, Vodacom M-PESA, TIGO PESA, and AIRTEL MONEY.
  • For appeals, the applicant shall pay a non-refundable fee of TZS, 10,000per appeal.

  • This varies basing on the duration of course of applicant. Usually, 2-4 years repayment after completion of the studies.

InstructionsEdit

  • Discuss with the authorities at the board about the procedure before applying as any error in information provided might result in cancellation of the loan.
  • Loan beneficiaries are advised to service his/her loan within the expiry of the grace period of 24 months. Failing to do so after completion of studies, shall lead to charge of a one-time-penalty at a tune of 10%.
  • Since 2011/2012 academic year, the HESLB (HIGHER EDUCATION STUDENTS' LOANS BOARD) has introduced an Online Loan Application and Management System (OLAMS) to simplify and increase the efficiency of the loan issuance process.

Need for the DocumentEdit

  • Students who met the requirements and were in need might apply for a HESLB education loan. The Government of Tanzania has given this Board the authority to provide loans to students pursuing a Diploma in Science/Mathematics with Education, a Diploma in Primary Education (Science/Mathematics), higher diplomas, and degrees at accredited higher education institutions inside and outside of Tanzania, to provide grants to programs that are related to medicine and other programs that may be approved by the Government, and to collect repayment for all loans that have been provided.

  • The loans are meant to help Students to pay their tuition fees and other living cost.
  • The priority programs include among others:
  • Education(Pure Science and Mathematics).
  • Other courses are Health /Science
  • (Doctor of Medicine, Dental Surgery, Veterinary medicine, Pharmacy, and Nursing) and Civil and Irrigation Engineering please see (HESLB Guidelines).
  • HESLB determines the ceiling amount for each student and the ceiling depends on the university one's attend and
  • The courses one's pursued.
  • The loan is ONLY eligible to needy poor students in Tanzania,
  • Loan value provided:
    • The maximum Tuition fees Tshs 3,600,000.00 (US$ 2250).
    • Meals and accommodation Tshs 7,500.00 per day (US$ 4.69),
    • Books and stationery Tshs 200,000.00 (US$ 125) per annum. In addition,
    • Field practical /teaching practical work expenses Tshs 560,000 (US$ 350) in a year.
    • In sum, the amount given to the student in a year is relatively higher compared to its neighboring country Kenya.
