Tamil Nadu - Obtain No Objection Certificate

This procedure provides you information related to obtaining no objection certificate in Tamil Nadu. Following listed are the ways through which it can be done.
Apply In-Person
- To apply for a no objection certificate in Tamil Nadu the applicant has to approach the Transport Department – link
- Apply for NOC where the vehicle is registered with the following documents:
- Four copies of Form 28 with Chasis number pencil print and one court fee stamp of Rs 4.
- Police clearance certificate
- No Objection Letter from the financier if it is under hire purchase
- Original RC Book
- Insurance Certificate
- After few days the applicant will get the NOC from the RTO.
- The applicant should make sure they are eligible for applying by reading through the eligibility criteria that has been listed out under the “Eligibility” section of this page.
- Application forms can also be obtained from the appropriate RTO offices that should be completed and presented with appropriate fees.
- Present the completed application forms in one of the counter and pay the appropriate fee where the officials would start processing your application.

- Please use the link to reach online portal Parivahan : online portal
- Enter the registration Number as prompted and hit “PROCEED”
- New screen will open to give options to choose. Choose “Application for No Objection Certificate” to get new screen.
- Enter your Chassis (Last 5 digits) number and click the button next to chassis number box
- In the next screen, Fill in required details and upload documents to process the online procedure.
- Take printout of acknowledgment and application.
- You can then submit this application along with bunch of required documents to the RTO officer personally to process further as per apply in person procedure

- Enter the registration Number as prompted and hit “PROCEED”
- In the next window, select “book appointment” under “Appointment” option to get the next screen.
- Enter the Application Number in the prompted box and hit “get user details” to process the request for getting the slot

InstructionsEdit
- To apply for a No Objection Certificate you need following documents
- Four copies of Form 28 with Chasis number pencil print and one court fee stamp of Rs 4.
- Police clearance certificate from the local police station (Obtaining a clearance from the Police Department, i.e. no-pending-dues from Traffic Police as well as no-crime records from Detective Department.)Address - Office of Commissioner of Police, Poonamallee High Road, Vepery, Chennai, Tamil Nadu. In irder to get Police Clearance Certificate, need to approach NOC cell at commissioner office with the following details
Form 28 Original RC Vehicle insurance Address proof in Chennai ( Adhar/ Passport/ Driving License/ nationalized bank statement )
- No Objection Letter from the financier if it is under hire purchase
- Original RC Book
- Insurance Certificate
- With all the above documents you have to apply in the RTO office where the vehicle is registered. It will take few days for them to prepare a NOC.

Need for the DocumentEdit
N O C - No Objection Certificate is a must for re - registration from one state to another. You must get it from the local R.T.O where you got registered your vehicle, without N O C you legally not allowed to drive your vehicle in another state ( not required for first 3 months) .
When you shift your vehicle to another state from one state you will have to follow some procedure for a hassle free driving in the new state. For example when you move a vehicle registered in Kerala RTO and move to any other state like Tamil Nadu or Karnataka then you have to follow the RTO rules.
If you are planning to stay in the new place for less than 3 months then you dont have to do anything. As per RTO rules it is considered as a visit. If you are going to stay for more than 3 months and less than one year then you have to pay a nominal Tax amount in the new state. But RTO officers will not accept tax for other state vehicle. They will ask for change of address and re-registration.
As per rules if you are planning to stay in the new place for more than one year you have to apply for change of address and re-registration. To apply for the change of address you have to get a NOC (No Objection Certificate) from the home state RTO where the vehicle is registered.

While driving you have to keep the original R.C. Book, Insurance of your Bike, Tax Token, Pollution Certificate with your Vehicle. On Road, the Motor vehicle Inspector ask you for all these papers. Those papers should not be expired.
Numbering of vehicle in India is done at Regional/Sub Regional Transport Offices located in various states. Each vehicle number has prescribed format. Take an example of a vehicle number TN-75 A 9999, where 'TN' denotes state code for Tamilnadu State, '75' denotes RTOs code for Marthandam, 'A' denotes series and '9999' denotes running serial number between 1 and 9999.
