Tamil Nadu - Obtain Learner Driving License(LLR)
LLR is a qualification exam given by the Transport Departments of India for applicants who wish to get their driving license.Before a person obtains a permanent driving license, he or she should obtain a LLR certificate first.Now the LLR learners license and Driving license appointment can be sought thourgh Tamil Nadu RTO Site.Learner's Licence is valid only for six months.
For driving motorcycle without gear, a candidate must have completed 16 years.
For other vehicles, they must have completed 18 years.
For Transport vehicles driving they should have completed 20 years.

Please provide instructions on obtaining the certificate/documents. e.g. The state office holds birth records since january 1908.
A list which displays the kind of information which is required to complete the procedure. e.g. 1. Date of Birth. 2. City or County of Birth.
1. Go to the RTO Appointment site (http://transport.tn.nic.in/transport/transportTamMain.do)
2. Please click on the link "Learner's license online Application" which would then take you to the form.
3. Fill out the details requested in the form
4. Select RTO Jurisdiction district and RTO office.
5. In Transport type specify Learner’s license .
6. Then select the suitable date of appointment and check availability. Once the date is chosen. Enter the authentication code in the box.
7. For Leaner's Driving License you need to fill out Form1.
8. Press Submit.

For some of the RTOs (Meenambakkam RTO - Chennai in my case) the fees cannot be paid online and needs to paid at the RTO office. Its better to be there at around 10 AM when the office opens as it is a government office, the later we go the more time it takes (from personal experience). In that case, take a printout of the filled application form (Form 2 and Form 1A), photocopy of the ID proof, Address proof and DOB proof along with the originals. When you go to the RTO, ask for the counter to pay the fees, they will check the application ID and ask you to pay Rs.380 for Learner's License. Then you have to wait in a queue to get the details verified with the originals. Once this is done, they will take the application form, along with the photocopies and then call you to take a photograph. The next day I got an SMS saying "Your Learner's License is approved. Your License Number is "--License number here--"". When I checked the status in the site 'parivahan.gov.in' it also said License is approved an there was an option to take a printout. There was a proposal in the parliment to remove the test for LLR, looks like its approved?

Note: Wear a formal shirt for the interview. If you wear t-shirt, the examiner will deny to take a photograph..

Medical fitness certificate is not mandatory for LLR
Please explain what are other uses of obtaining this document/certificate. e.g. Birth Certificate can be used as proof of identity.
