Taiwan - Police Clearance Certificate / Police Criminal Record Certificate

The Police Criminal Record Certificate is issued by the Police Department to show an applicant’s criminal history if any.

Police certificate is also known as good citizen certificate, good conduct certificate, police clearance certificate, or judicial record extracts. Applicants may have to submit fingerprints and certain personal information to request a criminal record check, and the police or government agency may charge a fee. If no record found, the police certificate will indicate such.

The Police Criminal Record Certificate is issued by the Police Department to show an applicant’s criminal history if any. Eligible applicants: persons who are or have been domiciled in Taiwan area. Taiwan - residents

  • Relevant document: ‘Police Criminal Record Certificate’.
  • Apply at the Foreign Affairs Division of any city or provincial police headquarters.
  • Provide: an application form and supporting documentation (see website for details). The application form is available from the relevant city or provincial police headquarters, or from the website.
  • Fee: payable.

Taiwan - non-residents

  • Relevant document: ‘Police Criminal Record Certificate’.
  • If you do not have a friend or agent in Taiwan to apply on your behalf, you can apply for the certificate by post to the address above.
  • Provide: an application form (available on the website), a written statement explaining the purpose of the application, a copy of your passport bio data page, and a self-addressed return envelope (pre-paid postage not required).
  • Fee: US$11 in cash.
  • Note: your signature on the statement must be the same as the signature on your passport.

Procedure in Applying for Police Record Certificate

  • Fill out Police Record Certificate Application Form
  • Submit requirements of 2 photocopies of passport and alien resident card (ARC) used in entering Taiwan
  • Pay processing fee of Php300.00 (4-6 weeks)
  • You will be given an acknowledgment receipt of the processing fee
  • The Administrative Assistant in Manila will notify you once the police record certificate is received so that you can already claim it
  • You need to present the acknowledgment receipt to claim the said police clearance.

If you cannot personally to claim the police clearance, you can assign an authorized representative. The authorized representative shall present all of the following:

  • Your letter of authorization and one of your valid IDs
  • One (1) valid ID of the authorized representative

Note: We may send your Police Clearance to your address withing the Philippines via LBC for an additional cost of Php100.00

Required Information

The application must contain data:

  • name of the person, in case of change of name and surname and the original name or the original name or nickname if it is held,
  • date of birth,
  • identification number,
  • place and district of birth,
  • State of Birth
  • permanent address,
  • the alien's country of birth and,
  • citizenship,
  • sex,
  • name and surname of father
  • name and maiden name of mother.


Taiwan issues police certificates, although the information is not always comprehensive. Also, legislation is pending in Taiwan that will cause criminal convictions resulting in a penalty of a fine, probation, a suspended sentence, or a sentence of less than two years be deleted from a person's criminal record. Crimes committed by juveniles are not part of the criminal record. Therefore, under the new legislation, a police clearance certificate will not show these convictions. Crimes relevant to visa issuance may be included in those that may not be shown on a person's police clearance certificate. Conversely, convictions, once part of a person's record, remains in the person's record indefinitely. The information reported by the police on police clearance certificates is reliable, but applicants have been able to exclude relevant convictions by specifying specific dates for which the check is to be performed. Information recorded in police clearance certificates comes from a national database of criminal convictions that is updated weekly. If posts suspect that a Taiwan visa applicant is concealing a criminal conviction despite presentation of a clean police clearance certificate, posts should send a completed DS-156 with a photocopy of the bio page of the applicant's passport to the Fraud Prevention Unit at AIT.

Taiwan does not use a standard system for romanizing names, resulting in a wide range of name spellings. However, every Taiwan citizen is assigned a unique national identification number that never changes. Whenever possible, queries should include a person's national identification number. Applicants with Taiwan passports should apply for a police certificate from the police headquarters having jurisdiction over the county or city in which the applicant's household is registered, as recorded in the Household Registration certificate. A third party can assist in this application. Previous residents of Taiwan not holding a Taiwan passport may apply for a police certificate by writing to:

Applicants should enclose a completed application form (available from Taipei Economic and Cultural Representative Offices (TECRO) or Republic of China Embassies). There is a processing fee of US$11.00). No police certificate is available for previous residents of Taiwan who were dependents of U.S. military personnel and covered by the Status of Forces Agreement or persons living in Taiwan prior to August 1945."

Application Procedure

To apply in person:

With the required documents, applicants may apply at the Foreign Affairs Division, New Taipei City Police Department or Household Registration Section of each precinct in New Taipei City. The office hour is 8:30 to 12:00 and 13:30 to 17:00, Monday through Friday (except national holidays). The office hour is extended to 20:00 on Wednesday.

On-line application:

  • Please click the link: and fill out the application form. Submit it on-line after completing the application form and call our service center at 8072-5454#4096 for confirmation.
  • After three working days, please bring the required documents with you to Foreign Affairs Division to pick up the Police Criminal Record Certificate.

To apply by mail:

For overseas foreign applicants, please send the following documents to Foreign Affairs Division, New Taipei City Police Department at No. 32, Fuzhong Rd.,Banqiao District, New Taipei City.

  • A completed application form
  • The photocopy of passport and ARC (authenticated or notarized by ROC embassies and consulates, Straits Exchange Foundation or other relevant notary public abroad)
  • US$7 in cash (applicants from Hong Kong and Macau remit 6 US dollars in cash)
  • An self-addressed envelop

You need to provide a police certificate when applying for permanent residence.

If you live in Taiwan:

Residents of Taiwan may submit applications to the Taipei City Police Department online, in person, through mail or fax. Please consult the Taipei City Police Department website for downloadable application forms and detailed instructions, including required documentation and applicable fees.

If you live outside of Taiwan:

Non-Residents must submit applications and required documents by mail. Applicable fees must be paid through Western Union. Please consult the Taipei City Police Department website for downloadable application forms and detailed instructions.

Other uses of the Document/Certificate

In many immigration cases you may be requested by relevant Government to present Police Clearance Certificate from another country where you have resided for some time. If you are going through immigration process, you will definitely be asked for such a certificate.

To protect individual privacy, an applicant will need to pick up the certificate in person with ID card if he/she applies through fax, mail or the Internet. 2.An authorization letter needs to be presented if an applicant cannot collect in person. Proxy is required to bring (1) the authorization letter, (2) ID of the applicant and proxy, and (3) processing fee. 3.According to the Act governing the Issuance of the Police Criminal Record Certificate, an applicant’s police criminal record certificate will not be issued if his/her final sentence, including parole, penalty and sentence, has not been executed or is being executed.
