Taiwan - Obtain an Ordinary Passport

ProcedureEdit

Fill out a passport application form. The form can be obtained online.
You may submit the completed form along with 2 identical passport photos (45x35 mm or 1.77 x1.38 inches, coloured) at the Bureau of Consular Affairs (BOCA), Ministry of Foreign Affairs in Taipei or at its branch offices in Taichung, Kaohsiung, Hualien and Chiayi. For applicants traveling or residing abroad, you may also submit your passport application at the nearest ROC Overseas Mission in the country you are currently in.
Applicants must also present their ROC national I.D. or certificate of ROC nationality and other relevant documents that may be required by BOCA or ROC Missions Abroad.
Pay the passport application fee.

Passports for newborn babies

Newborn infants must have passports under their own names. Parents of newborn babies must submit a completed passport application form, the baby's certified birth certificate (which must be authenticated by BOCA or ROC Overseas Missions), parents' marriage certificate, 2 identical passport photos of the baby (45x35 mm or 1.77x1.38 inches, color) and other relevant certificates that may be required by BOCA or ROC Overseas Missions.

Passports for Male Nationals

For applicants who left ROC after January 1st of year they were sixteen years of age and submitted their applications before December 31st of year they are eighteen, the validity of their passport shall not exceed three years and shall not be valid beyond December 31st of the year they are twenty-one years old.

Applicants fulfilling the criteria in the following categoies may be issued a passport with three years validity, which shall not be valid beyond December 31st of the year they are thirty-three years of age:

Those who exit the ROC before January 1st of the year they reached nineteen years old.
Those who are studying in any qualified overseas educational institutions and file an application before December 31st of the year they are nineteen years of age.
Those who meet the requirements of the ROC Military Performance Act and the ROC Male Nationals with Military Service Obligation Exit Regulations.

Replacement or renewal overseas of passports for male nationals

Applicants may only apply for passport replacement or renewal overseas if they have met any of the following conditions:

Individuals who meet the regulations of the ROC Military Performance Act and ROC Male Nationals with Military Service Obligation Exit Regulations, or have approval by the Ministry of the Interior.
Individuals who left ROC before December 31 of the year they were fifteen years of age and have not returned since then.
Those who have obtained Overseas Chinese status and have not yet been conscripted.

Passport Photos

The photograph must be less than 6 months old.
The photograph must measure 45 x 35 mm in size (1.77 inches long x 1.38 inches wide) and show a close-up of the head and top of the shoulders. The chin to crown (crown is the position of the top of the head if there were no hair) must be between 32 mm and 36 mm (70 to 80 per cent of the vertical height of the picture). Head or any part of hair must not touch the frame of the photograph (female applicant's hair is permitted to touch the bottom frame of the photograph).
The photograph must be color neutral, with no ink marks or creases.
The photograph must show the subject facing square on and looking directly at the camera, with eyes open and clearly visible. A neutral expression (no smiling, mouth closed) and a natural skin tone are required. The photograph must have appropriate brightness and contrast.
There must be no hair across the eyes. Both edges of the face must be clearly visible. The photograph must not show the subject looking over one shoulder (portrait style) or with head tilted to one side or backwards or forwards. Ears, moles, birthmarks or scars must not be covered. An applicant with microtia is allowed to conceal the ears, but both edges of the face must be clearly visible.
The photograph must have a plain white background. The lighting must be uniform with no shadows or reflections on the face or in the background. The subject's eyes must not show red eye.
The photographs must be at high resolution and printed on plain, high quality photographic paper. The image must be clear, sharp and in focus. Resampling of the original image or alteration of the image's size before printing is not permitted.
Photographs taken with a digital camera must be high quality color and printed on photo-quality paper. The camera must be with at least 3 million pixels and set to "the highest quality and high saturation". Alteration of the digital image is not permitted.
If the applicant wears glasses:
- The photograph must show the eyes clearly with no reflection or glare in the glasses. Avoid tinted lenses (with the exception of the visually disabled).
- Avoid heavy frames and make sure that the frames do not cover any part of the eyes.
Head coverings are not permitted except for religious or medical reasons, but facial features from bottom of chin to top of forehead and both edges of the face must be clearly shown.
Photographs must show the child's head and shoulders only (no chair backs, toys, pacifiers or other people visible).

EligibilityEdit

Ordinary passports are issued to ROC nationals. This provision, unless approved by the Competent Authority, does not apply to those who possess resident status in the Mainland Area, Hong Kong and Macao, or those who possess passports issued by Mainland Area authorities.

Minors applying for a passport shall obtain consent from their father, mother or guardian; This rule does not apply to married minors.

FeesEdit

Passport application fee:

Ordinary Passport: US $45.00 or its equivalent in the local currency
Passport issued to newborn babies: US $31.00 or its equivalent in the local currency
Passports for Male Nationals:

Ordinary e-passport fee, NT$1,300 for applications made within the Republic of China (ROC). But for applicants under 14, male applicants who turned 14 and apply an e-passport before December 31 of the year they turn 15, and male applicants who apply an e-passport after January 1 of the year they turn 16, are obligated to serving in the military, and the passport validity term would be shortened due to their service in the military, the fee for an ordinary e-passport is NT$900.

Replacement of passport

Applicants may apply for a replacement passport in the following cases:

The passport has been stained, damaged or can no longer be used
Alteration of the holders countenance has rendered his/her appearance inconsistent with the passport photograph.
The holders Chinese name has been lawfully changed.
The holder has acquired or changed National Identification Code.
Defects and blemishes are found in the passport.
The current passport is valid for less than one year.
The format of the passport is not the most recent.
The holder deems a replacement necessary and has obtained approval from the Competent Authority.

Note: If the passport specified in no.1 is valid for more than three years, the replacement passport shall be valid for the same period. If the passport is valid for less than three years, the replacement passport shall be valid for three years. This provision does not apply in certain exceptional instances that have been approved by the Competent Authority.

Need for the DocumentEdit

A passport is a document, issued by the national government. It certifies the identity and nationality of the holder for travel abroad. It contains information about the holder; like name, gender, date and place of birth.

This document does not in itself entitle the passport holder entry into another country, nor consular protection while abroad nor any other privileges. However, it does normally allows the passport holder to return to the country where the passport was issued.

Rights to consular protection arises from international treaties, while the holder's return to the issuing country depends on the laws prevailing in that country.

Parents can no longer register their minor children under their name. Children must have their own passports.
