Taiwan - Apply for Uniform Identification(ID) Number for NonCitizen

ProcedureEdit

  • For those who have entered Taiwan, they can apply online after five days following entry. To apply online, go to this website: http://nas.immigration.gov.tw. If approved, the certificate of the Uniform ID Number may be printed out from the applicants computer.
  • The applicants who have not entered Taiwan by applying through an authorized agent have to submit an authorization statement clearly stating such purpose and that has been validated by an overseas ROC office.
  • Issuance of a Record of ID Number by the NIA only certifies that the applicant has completed the registration process and does not serve as a proof of identity. For identity verification, foreign persons have to produce other forms of ID to the relevant departments.

  • A copy of the passport has to be verified by the ROC representative offices abroad.

For ROC Nationals without Household Registration, People from Mainland China Area, Hong Kong and Macau Area ResidentsEdit

  • Application form; however, the Overseas Chinese Student applying through his/her school does not have to submit an application form
  • Original and a copy of the related identification document (the original is returned upon verification):
    • ROC Nationals without Household Registration: entry permit issued by the NIA, or the ROC passport and the temporary entry permit.
    • People from Mainland China Area: entry permit issued by the NIA.
    • Hong Kong and Macau Area Residents: entry permit issued by the NIA. (Note: Those holding Temporary Entry Notice must have a document attached with holders photo.)
  • Application by a third party proxy (not necessary if applying by the applicants own self):
    • A statement of authorization (or fill out the authorization declaration directly on the application form)
    • Identification documents of the authorized agent: National ID Card, resident certificate, or passport, etc.
  • Hong Kong and Macau Area Residents entering for the first time with a Temporary Entry Notice may not apply for the Record of ID Number on the day of entry; they may apply on the following day.

Online ApplicationEdit

Anyone having entered Taiwan may, five days following entry, use the online application at http://nas.immigration.gov.tw to apply for the Uniform ID Number. Upon approval, the certificate of the Uniform ID Number may be printed out from the applicants computer.

EligibilityEdit

Who can apply for a Uniform ID Number?

  • Those without a Uniform ID Number who wish to open a bank account, file tax, obtain joint health insurance or a drivers license.
  • Those who currently have or previously held a Taiwan Area Resident Certificate, an Alien Resident Certificate, or an Alien Permanent Resident Certificate, but currently lack such certificate to use as a form of identification, or the certificate issued does not bear a ten-digit ID number.

There is no fee for applying a uniform identification (ID) number.

The Uniform ID Number is valid for life.

Processing TimeEdit

The normal processing time is 1 hour. For applicants who have not entered Taiwan, the processing time is for about 4 hours or half a day.

InstructionsEdit

  • All National Health Insurance (NHI) IC Cards and Drivers Licenses currently use this number.
  • For foreign person who wishes to open a bank account must provide a document showing the Uniform ID Number, such as an ARC, an APRC, or a Record of ID Number.
  • For foreign workers employed in Taiwan, they must fill in the Uniform ID Number when filing their Income Tax Withholding Declaration or annual income tax return. Foreign persons working on a short-term basis may facilitate their tax filings as stipulated in the following exception:
    • A non-resident foreign person earning income in Taiwan without a Uniform ID Number may file their taxes with the old tax registration number. The old tax registration number is a 10-digit number derived from the information on the passport, where the first 8 digits are the applicants birthday in the order YYYYMMDD and the last 2 digits are the first two letters of their first name. For example, ROBERT W. DAVISON, birth date: July 12, 1942, has 19420712RO as the tax registration number.

Note: non-resident an individual who has physically resided in the ROC for less than 183 days in the same calendar year.
