ProcedureEdit

  1. Complete the form Application for travel document, no. 109021. To download the form, click here: http://www.migrationsverket.se/download/18.1ae57c5a125966e6dc88000593/blresedok_108021_en.pdf.
  2. Apply in person at any of the Swedish Migration Board permit units by submitting your completed application form. If you wish to apply for a passport in Solna or Norrkping, you must book an appointment in advance. If you wish to hand in your application at another unit, you can not book an appointment in advance.
  3. Submit other required documents.
  4. After submitting your application and it is considered, the Swedish Migration Board will obtain information from the police criminal records.
  5. Have your photograph and fingerprints taken.
  6. Pay the fee upon collecting the travel document.

EligibilityEdit

To obtain a travel document, you must be:

  • recognized as a refugee in accordance with the 1951 Geneva Convention, or are applying to be one.
  • stateless and meet the requirements of the 1954 New York Convention. A declaration of refugee status is not required here.

A travel document is valid for a maximum period of five years and cannot be extended.

InstructionsEdit

  • If the applicant is under 18, he or she must have the consent of his or her parent or guardian to apply for a travel document.
  • The applicant should make sure that the application form is complete and have enclosed all the necessary documents.

  • A travel document must be collected in person.
  • If the Swedish Migration Board didn't grant the application, you can appeal against the decision to a Migration Court. The appeal must be received by the Swedish Migration Board within 3 weeks calculated from the date on which you were notified of the decision. However, if the Migration Board still didn't grant your appeal, it will be submitted to the Migration Court in Stockholm, Gteborg or Malm. Which court will hear your appeal depends on which of the Migration Board's permit units initially rejected your application.

Need for the DocumentEdit

A Travel Document is an identity document issued by a government or international treaty organization to facilitate the movement of individuals or small groups of persons across international boundaries. This assures other governments that the bearer may return to the issuing country.

A travel document will allow a person to travel to all countries except his country of origin or the country from where he has fled. This limitation will be entered in to the travel document.

How to appeal against the decision to a Migration Court?

  • You must write which decision you want to appeal and how you want it changed.
  • You must write your name, personal number or time of birth, address and phone number.
  • You must sign the letter with your name.
  • You must send the appeal to the unit who made the decision in your case.

Note: If you have given power of attorney (and thus the right to represent you) to someone in Sweden, that person can write and submit the appeal for you. A Power of Attorney is a signed letter authorizing another person to represent the person applying for a permit.
