  1. To obtain a building permit, you will need to apply to your local municipality's building committee. Note: For contact information to your local municipality, check link provided under 'Office Locations & Contacts' section.
  2. Before you apply for a building permit, you can apply for a preliminary notification (frhandsbesked) from the local building committee or equivalent committee in the municipality. This tells you if what you are planning to build is possible at all in your intended location.
  3. Complete an application and submit it together with these following documents:
    1. Site plan
    2. Cross-sectional diagrams
    3. New construction map
    4. Faade drawings
    5. Floor plans
    6. Certificate of completion insurance cover
    7. Technical description
    8. Registration of inspection manager.
  4. Pay the application fee.

EligibilityEdit

You may need to obtain a building permit from your local municipality if you want to:

  • build something new
  • extend the building
  • change how the building is used
  • fit up a new residence or premises
  • change the faade, such as repainting or changing the roof cladding
  • set up a storage yard/depot or erect a sign, a close-boarded fence or a wall.

Building permits are also required, for example, to build amusement parks, zoos, sports grounds, ski slopes with lifts, camping grounds, shooting ranges, marinas, open-air baths, motor racing tracks, golf courses and car parks. A building permit is also required if you want to make major or important changes to such a facility.

There are some exemptions from the requirement for a building permit for detached and semi-detached dwellings. the municipality may also decide on other exemptions from the requirement for a building permit, or from requirements extending further than the building permit.

Issuance of the building permit- Requirements:

  • When the municipality examines an application for a building permit, it examines where the building of facility will be located and how it will be designed.
  • The municipality will conduct an investigation to check whether the building project is suitable, taking into account the landscape and cityscape, and if it will entail a hazard or substantial nuisance for its neighbours.
  • The building is to have an aesthetically pleasing design and colour. If you are going to make alterations to a building, they must be done carefully and with consideration for the character of the building.
  • Almost all building and construction projects, requires an inspection manager who is independent in relation to the builder. The inspection manager is to assist the builder or developer to produce an inspection plan for the project. The application for a building permit is to state who the inspection manager is for the project.


If your building permit application is approved, you must get a start notification (startbesked) from the municipality before you can start building works. If you start building works before receiving this notification, you will be liable to pay a fine (byggsanktionsavgift).

In some cases, the municipality's local building committee will hold a technical consultation session with you where they review planning for the work, the proposed inspection plan and the other documentation to see if they can provide a start notification for the works. In some cases, you made need to submit more documents to the local building committee in order to receive your start notification.
