ProcedureEdit

  1. Register your company with Department of Commerce (DOC). To register you will need to complete an Application for Company Registration and submit it together with Certificate of Business Registration.
  2. Send request to obtain Certificate of Origin (COO) together with these following documents:
    1. Duly completed Application for a COO
    2. Export Invoice
    3. Packing lists / attached list, etc
    4. Original of the verified Party copy of the Export CUSDEC
    5. GSP form A issued by a member state under SAARC regional cumulation
    6. Bill of Lading / Airway bill / Courier tags
    7. Approved Cost Statement (valid for 6 months) - (Cost Statement GSP, ISFTA, PSFTA, APTA, SAPTA, SAFTA, GSTP)
    8. Affidavit accepted by the DOC for wholly obtained products, if applicable
    9. Quota allocation letters, if applicable
    10. And other relevant document
  3. Pay all applicable fees.


Note: Application forms are accepted from 9.00 am to 12.15 pm and 12.45pm to 3.00 pm.

FeesEdit

  • Initial registration of companies for Certificates of Origin : Rs 10,000/- per Company (one time payment)
  • Issuance of COO : Rs 1,000 + VAT per certificate
  • Cancellation of COO and issue a fresh COO : Rs 1,000 + VAT per certificate
  • Issue of duplicate of COO : Rs 1,000 + VAT per certificate
  • Issue of additional copy of COO : Rs 500 + VAT per certificate

InstructionsEdit

The Department of Commerce have been designated to issue Certificates of Origin through the following schemes:

  • Generalized System of Preferences (GSP)
  • Global System of Trade Preferences (GSTP)
  • Agreement on SAARC Preferential Trading Agreement (SAPTA)
  • Agreement on South Asian Free Trade Area (SAFTA)
  • Asia Pacific Trade Agreement (APTA)
  • Indo Sri Lanka Free Trade Agreement (ISFTA)
  • Pakistan Sri Lanka Free Trade Agreement (PSFTA)

Under the above Trade Agreements, exported goods from Sri Lanka are entitled for tariff preferences in the importing countries if the shipments are accompanied by COO issued by the DOC.
