South Africa - How To Apply for Traffic Register Number

Apply In-Person:

  1. To apply for Traffic Register Number in person, the person who wants to do so should visit the nearest Registering authority in his/her province.
  2. The contact links for each province in South Africa are listed in the “Office Locations & Contacts” section of this page. Please click the link of your province and look for a nearest Municipality in your location.
  3. Contact the Municipality and get contact details about nearest Registering authority according to your location.
  4. Visit the nearest Registering authority and obtain the Application and notice in respect of traffic register number (ANR) form, from the respective department. Or click on the following link to download: Link
  5. Make sure that you have all the documents listed in the “Required documents” section of this page.
  6. Now, complete the application form with appropriate information about the applicant. If the application is filled for an organisation, the particulars of the organisation’s representative and proxy must also be filled, under the relevant sections.
  7. A photograph of the applicant should be affixed under part A of the form and a declaration should be made under the part C along with the thumb prints of the applicant.
  8. After completing, attestation by the applicant should be done below the declaration with date and name of the applicant.
  9. Also, pay the prompted fees at the office and submit the application package to the concerned authority at the Registering authority, along with all the required documents.
  10. After submission, the authority will check for legibility of the application and the validity of the attached documents.
  11. And if the application information and all the documents are found in order, a Traffic Register Number certificate will be issued to the applicant with prior intimation.

If you are a foreigner,

  • ANR form filled with a black pen. Note: for this form you must get your thumb prints collected and the form stamped at a police station
  • Two coloured, certified copies of passport or driver’s license (Do not make copies of certified documents, certify each separately)
  • Two coloured, certified copies of temporary residence permit or travel document
  • Two black-and-white ID photographs
  • Proof of postal and residential address (Utility bill) or bank statement
  • Receipt of fees payment
  • Affidavit confirming the applicant’s residence (in case of lack of utility account)
  • Proof of employment/studying (Letter from work/college/university) if studying or working
  • Certified copy of marriage certificate if married
  • Coloured copy of only sec 24 and refugees act, 1998 (act 130 of 1998) - Sec 22 asylum not accepted
  • Consent letter from refugees giving permission for record verification
  • Confirmation letter from ward councillor (in case of informal settlements)


For vehicles owned by your organisation,

  • Certificate of business registration (issued by companies’ registrar)
  • Copy of the proxy or representative’s SA Identity document
  • Letter of proxy
  • Receipt of fees payment

EligibilityEdit

  • Any foreigner, who is temporarily residing in the Republic of South Africa and wants to register a motor vehicle, can apply.
  • The foreigner must have a temporary residence permit or any proper identification document.
  • Any organisation, that serves as a non-legal person and is need of registering a motor vehicle, is eligible to apply.
  • The organisation must be eligible of employing a proxy and representative with proper identification documents.

  • Please confirm with the Registering authority or DLTC that how many photos they require before you have photos taken.
  • If you are an organisation that serves as a non-legal person e.g. a partnership, a one-man business, a municipal/provincial/government authority, a church/congregation/welfare organisation, a recreational organisation, an educational organisation, a trust or a statutory body, you must also apply for a traffic register number to register motor vehicles in South Africa.
  • The organization, that serves as a non-legal person must also identify a representative for every branch or separate address of the business/organization. This person serves as the contact person for administration purposes.
  • In addition, a proxy must be appointed by means of a letter of proxy. The letter of proxy authorizes the identified natural person to act on behalf of the organization, and binds the organization for purposes of the NRTA (National Road Traffic Act) and NRTR (National Road Traffic Regulations).

Need for the DocumentEdit

  • A traffic register number is the main identification number accepted for road traffic transactions on the eNaTIS for foreigners and organisations that serves as a non-legal person. In case of foreigners who do not have a valid foreign identification document, you will need to apply for a traffic register number (TRN).

The proxy and the representative can be the same person.  The proxy and the representative must also present an appropriate identification document:

  • An RSA identity document issued by the Department of Home Affairs (DHA) if the person is an RSA citizen, or a non-RSA citizen who permanently resides in the RSA.
  • A temporary identity certificate issued by the DHA if the person is an RSA citizen, or a non-RSA citizen who resides permanently in the RSA.
  • An RSA passport from which the ID number can be obtained.
  • An identity document issued by a foreign country, if the person is a non-RSA citizen who does not reside permanently in the RSA.
  • A TRN certificate issued by the appropriate registering authority (RA) if the person is a non-RSA citizen who does not reside permanently in the RSA, and who does not have a foreign identity document, but who has a passport or travel document
