South Africa - Apply for a Foster Care

Apply In-Person:
- To Apply for Foster Care, the applicant has to approach the respective district municipality offices link
- Note: The applicant can click on the map to explore municipalities by province, or search for any municipality, town, person, etc. using the search function.
- The applicant has to contact the accredited adoption social worker.
- The DSD will invite the applicant to attend an information session where he/she will learn about the foster care program, the responsibilities of foster parents, and the requirements for fostering a child.
- An application form will be provided to the applicant by the concerned officer.
- The applicant has to fill in all the necessary details in the application form. (Incomplete applications are not accepted)
- Make sure that the applicant has attached all the necessary documents that are mentioned in the “Required Documents” section of this page.
- The applicant has to attach the photocopies of the required documents along with the application form while submitting.
- Submit all the documents with the completed form to the concerned officer.
- After receiving the application, the concerned authority will check the submitted application and document set. If all are in place, the application will be accepted.
- The applicant has to pay the prescribed fee as requested by the authority.
- The DSD will conduct a screening and assessment process to determine his/her suitability to become a foster parent.
- This process may include interviews, home visits, medical evaluations, and criminal background checks.
- Once the applicant is approved to become a foster parent, the applicant will be required to complete a training program that will prepare his/her for the responsibilities of caring for a foster child.
- Once the applicant has completed the training program, the DSD will match the with a foster child who needs a temporary home.
- The applicant will be provided with information about the child's needs and background to ensure a good match.
- Once the child is placed with the applicant, he/she will be responsible for providing a safe and nurturing home for the child.
- The applicant will receive ongoing support and guidance from the DSD throughout the foster care placement.
- This entire process will vary on the case or as per the timeline advised by the respective department authority.

EligibilityEdit
To qualify as a foster parent, the applicant must be:
- 18 years or older
- fit and proper
- willing and able to look after the child
- able to provide a favorable environment for the child's growth and development.
To qualify as a foster child, The child must be under 18 years of age and/or:
- have been abandoned or orphaned and be without any visible means of support
- display behavior that cannot be controlled by the parent or caregiver
- be living on the streets or begging for a living
- be addicted to a dependence-producing substance and without any support to obtain treatment for such dependency
- have been exploited or exposed to exploitation
- be at risk if returned to the custody of the parent, guardian, or caregiver
- be in a state of physical or mental neglect, maltreated, abused, or degraded by a parent, a caregiver, a person who has parental responsibilities and rights, or a family member or by a person under whose control the child is.
