Somalia - Obtain Police Clearance Certificate (Certificate of Good Conduct)

KENYAN CITIZEN (within the country)
ADULTS OF OR ABOVE EIGHTEEN YEARS OLD
- Must present him/her self with original second-generation national identification card and a clear photocopy (Kenyan passports are not accepted).
- Must pay Sshs.1, 000.00 and obtain the official receipt from the cashier at CID Headquarters incase of Mogadishu residents or at Divisional CID offices in other geographical areas within Kenya (Refer Appendix 49 of FSO).
- Must allow his fingerprints and palm prints to be recorded on a prescribed form (C24 or P20).
- The application consisting of original payment receipt, clear copy of ID.card and fingerprints must be forwarded officially with a covering letter from Divisional CID office to CID Headquarters through post or runner.
ALL OTHER PERSONS OR A CHILD BELOW EIGHTEEN YEARS
- Must present him/her self with original birth certificate and a clear certified photocopy
- Must pay Sshs.1, 000.00 and obtain the official receipt from the cashier at CID Headquarters incase of Nairobi residents or at Divisional CID offices in other geographical areas within Kenya (Refer Appendix 49 of FSO).
- Must allow his fingerprints and palm prints to be recorded on a prescribed form (C24 or P20).
- The application consisting of original payment receipt, clear copy of ID.card and fingerprints must be forwarded officially with a covering letter from Divisional CID office to CID Headquarters through post or runner
SOMALI CITIZEN (residing in foreign countries)
ADULTS OF OR ABOVE EIGHTEEN YEARS OLD
- Must present him/her self with original second-generation national identification card and a clear photocopy (Kenyan passports not accepted).
- Must pay Kshs.1, 000.00 or its equivalent and obtain the official receipt from our nearest foreign mission or submit the cheque payable to Director of Criminal Investigation at Mogadishu Somalia.
- Must allow his/her fingerprints and palm prints to be recorded on a prescribed form at the nearest Police Station in the country of stay.
- If not registered and issued with a Somali ID.card as per Cap. 107 Laws of Somalia, must prove that he/she attained the age of 15 years while out side the country and is yet to return. A letter from our foreign mission, certified copy of birth certificate and passport are relevant in this case.
- The application consisting of original payment receipt/cheque, clear copy of ID.card and fingerprints must be forwarded officially with a covering letter to CID Headquarters - Mogadishu through post or runner
ALL OTHER PERSONS OR A CHILD BELOW EIGHTEEN YEARS
- Must present him/her self with certified original and copies of birth certificate and or Somali passport.
- Must pay Sshs.1, 000.00 or its equivalent and obtain the official receipt from our nearest foreign mission or submit the cheque payable to Director of Criminal Investigation at Mogadishu-Somalia.
- Must allow his/her fingerprints and palm prints to be recorded on a prescribed form at the nearest Police Station in the country of stay.
FOREIGN CITIZEN (not refugee or alien) ALL AGES
- Must present him/her self with a certified copy of his countrys passport with documentary prove that he/she ever resided in Somalia for 3 months or more
- Must pay Sshs.1, 0000.00 or its equivalent and obtain the official receipt from our nearest foreign mission or submit the cheque payable to Director of Criminal Investigation at Mogadishu-Somalia.
- Must allow his/her fingerprints and palm prints to be recorded on a prescribed form at the nearest Police Station in the present country of residence.
- The application consisting of original payment receipt or cheque, certified copy of passport , document of prove of resident in Kenya and fingerprints must be forwarded officially with a covering letter from the official fingerprinting agency or Kenyan mission to CID Headquarters Mogadishu-Somalia through post or runner.
FOREIGN CITIZEN (alien in Kenya) ALL AGES
- Must present him/her self with original and copy of his countrys passport with documentary prove that he/she has been resident in Somalia for 3 months or more. Document from his/her employer or training institution incase of expatriate or student respectively is relevant.
- Must pay Sshs.1, 0000.00 and obtain the official receipt from the cashier at CID Headquarters incase of Mogadishu residents or at Divisional CID offices in other geographical areas within Somali.
- Must allow his fingerprints and palm prints to be recorded on a prescribed form (C24 or P20) at the CID Headquarters Nairobi (for all Nairobi residents) or Divisional CID offices in other districts.
- The application consisting of original payment receipt, copies of passport/other documents and fingerprints must be forwarded officially with a covering letter from Divisional CID office to CID Headquarters through post or runner.
- Alien ID.cards must be verified by the issuing authority (Immigration Department) before processing of the application is allowed.
FOREIGN CITIZEN (refugee in Somalia) ALL AGES
- Must present him/her self with original and copy of UNHCR valid mandate letters. UNHCR movement passes or recommendations from other government or non-governmental organizations are not accepted. Confirmation of registration as a refugee is done by the UNHCR office in Mogadishu.
- Must pay Sshs.1, 000.00 and obtain the official receipt from the cashier at CID Headquarters along Villa Somalia in Mogadishu.
- Must allow his fingerprints and palm prints to be recorded on a prescribed form (C24 or P20) at the CID Headquarters Nairobi only.
Certificate of good conduct will be ready for collection in fourteen (14) working days from the date of application unless otherwise stated.

- The applicant must provide a full set of his/her fingerprints, preferably taken at their nearest police station.
- The applicants full name, surname, date of birth, place of birth and identity number must also be recorded on the fingerprint form.
- A copy of the applicants identity document or passport must accompany the application.
- The applicant must present their identity document at the police station, as proof of identity will be required.

EligibilityEdit
Each individual has the right to contact any police station or the judiciary for the purpose of ordering a certificate regarding his or her criminal record, which will be sent according to the law, directly to foreign missions, to missions abroad or to international adoption agencies, depending on the available data.
It is the applicants responsibility to contact the relevant authorities to obtain the necessary police certificates or clearances. Each countrys procedures are different. Applicants may have to apply to more than one level of government or more than one agency - municipal, provincial, state, federal and the police, courts or similar governmental agencies for the police certificate. If a police certificate cannot be obtained from any of the countries on the list, provide a written explanation why and an original letter from the police authority confirming that it will not issue a certificate.

InstructionsEdit
- Applicants located in Somaliland or Puntland should apply to the local police authority.
- That the applicants fingerprints must be recorded on a prescribed form by an authorized person who must enter all the clerical details.
- That the original cash or cheque payment receipt must be attached to the applicants fingerprints.
- That residents of Nairobi must apply for certificates at CID Headquarters along Villa Somalia. Applicants in other areas must apply at Divisional CID offices.

- name of the person, in case of change of name and surname and the original name or the original name or nickname if it is held,
- date of birth,
- identification number,
- place and district of birth,
- State of Birth
- permanent address,
- the alien's country of birth and,
- citizenship,
- sex,
- name and surname of father
- name and maiden name of mother.

A police certificate is an official document issued by police or government agency of a country to enumerate any criminal records that the applicant may or may not have. Criminal records may include arrest, conviction, and possibly criminal proceedings.
Police certificate is also known as good citizen certificate, good conduct certificate, police clearance certificate, or judicial record extracts. Applicants may have to submit fingerprints and certain personal information to request a criminal record check, and the police or government agency may charge a fee. If no record found, the police certificate will indicate such.
